Study Of Ecological Asset Valuation Based On GIS And RS

Ecological compensation is an important part of system construction of ecological civilization, and ecological asset valuation from the market to achieve an important basis for ecological compensation. Base on summarizing and analysis of the present research on ecological assets valuation, this paper establishes the index system of ecological asset valuation and the ecological asset assessment model base on RS and GIS. By calculate the total value of ecological asset of Liannan County.It is concluded that:(1) Using the methods such as Shadow Engineering Method, The Market Method, Opportunity Cost Method, establish the ecological assets assessment model base on RS and GIS. The remote sensing calculation of vegetation index, vegetation coverage and net primary productivity indicated that the spatial distribution of net primary productivity is the same as the vegetation coverage. The area of vegetation coverage is higher, and the net primary productivity is also higher.(2)In 2013 the total value of ecological assets of Liannan County is 114.87 billion yuan, per unit area value between 11788 yuan and 1841633 yuan(hm2·a), the average of per unit area value is 94936.90 yuan(hm2·a).(3)From the perspective of different ecosystem service value, soil conservation value > water conservation value > maintain the atmospheric balance of the value > production of organic matter value > value of nutrient cycling. The soil conservation value is 69.95 billion yuan, the percentage of the total ecological asset is 60.89%. Water conservation value is 28.73 billion yuan, the percentage of the total ecological asset was 25.01%. Maintain the atmospheric balance of the value, production of organic matter value and value of nutrient cycling with the percentage of the total ecological asset less than 10%. The value of nutrient cycling is lowest; the percentage of the total ecological asset is only 0.44%.(4)From the perspective of different ecosystem types, forest > cultivated land > building land > water > grassland > bare land. Forest ecological asset value is 103.11 billion yuan, the percentage of the total ecological asset is 89.76%. Cultivated land ecological asset value is 7.67 billion yuan, the percentage of the total ecological asset is 6.68%. Building land ecological asset value is 2.98 billion yuan, the percentage of the total ecological asset is 2.59%. The percentage of the other ecological asset value are both less than 1%.(5)The spatial distribution of ecological asset value relate to the land use and vegetation cover. In terms of forest types, the vegetation cover of forest facing south is much higher for the vegetation is light a long time. So the value of ecological asset has a characteristics of the mountain south is higher than the mountain north. Compared with other land use types, per unit area of forest ecological asset is relatively high. The middle of ecological asset mainly occurred in the land use types of cultivated land and grassland area, it distributed in the low altitude plain area. The middle of ecological asset mainly occurred in the land use types of building land and bare land area, it concentration distributed in the eastern region of Liannan.(6)According to the ecological asset value and the GDP calculation of ecological compensation priority, it is known that the ecological compensation priority of Sanjiang town and Zhaigang town is low and should be the first to pay the ecological compensation funds. But the ecological compensation priority of Xiangping town, Woshui town, Daping town, Sanpai town, Damaishan town is high and should be first to obtain the ecological compensation funds. The higher priority towns are the ecological conservation region, and its first ecological compensation funds should be consistent with the development direction of main functional region. The ecological compensation for the five towns of ecological conservation region is urgently needed.
