The traditional data management mainly relies on manpower, so its low efficiency and error prone often cause data corruption and loss. With the rapid development of network technology and GIS, more and more management information system(MIS) use WebGIS technology to achieve visual management in all areas of the professional data.It opened a new chapter for the development of management information system.Through in-depth studies on the current development of MIS application and the ArcGIS Server in overseas and domestic, we determine the content and objectives of the paper. Combined with the current advanced technology and the framework of WebGIS application development, the paper designs a general WebGIS framework for the Expert Office of Lanzhou City Planning Bureau management information system. With its clear functions, the framework is suitable for the development of many other MISes which have similar demands. The system composed of the client, server, system modules and the main functions, realizes a beautiful interface, a stronger interactivity and more perfect function of MIS. The key of the MIS is to manage information, so how to manage the data reasonable is the focus of this article.The system realizes the information system of expert office’s maps with the most popular technology at present. It also provides a powerful information support for the leadership to examinate the planning project and make decisiones.This paper includes the main research contents as follows:(1)Using Spring, Hibernate and Flex, to improve the system decoupling with good reusability and scalability and realize the modular development program.(2)Using WebGIS technology, the paper designed a general framework for the development of the system. And it also designed the main functions of the system, finally realized the function module such as user login, map basic operation, project management, information query and statistics, layer management and auxiliary tools etc. of the system, and completed test data with good results.Using WebGIS in this system can provide reference for similar demands.(3)Using the map cache service for the map which is unusual changed to accelerate the response speed of map service and rich user’s experience.(4) Using Oracle and ArcSDE combination, to establish the relational database for the system. At the same time, according to the design principle of the detailed design of the spatial and service database, it realized convenient storage and manipulation of data.(5) Using the view definition in the data dictionary, to connect the XMXX table of spatial database and the XMJSZB table of business database through the XMBH field, It simplified the implementation process of the user statistics.
