National space is people living geographical space that within the scope of national sovereignty. Land and space resources play a significant role in the development of social economy. With the development of urbanization, industrialization and agricultural modernization in our country, the environmental deterioration, resource shortages, space exploitation disorder, regional development imbalances and other issues arise, and become serious every day. Spatial planning is the scientific and rational planning for national space development in the next period of time from the angle of exploitation, improvement and protection. It should be based on a deep knowledge and understanding of the situation of land space, including carrying capacity of resources and environment, development intensity and development potential. The main purpose of spatial planmng is to achieve the coordinated development of national space, the rational distribution of industry and the optimal allocation of resources, and promote the sustainable development of society finally.Along with the development and progress of democracy, the consciousness of the participation in public affairs decision-making is more and more strong, more and more attention is paid to the public participation. Public Participation is gradually becoming an essential part of a number of major decisions. The living space of public is the object of spatial planning. It is closely to the life of public. So they have the right to participate in the spatial planning. Spatial planning is a complicated project. A good platform should be provided in order to allow the public participate in the national spatial planning easily and conveniently. Public participation GIS can provide such an efficient, convenient, and strong operational platform for public participation. It can increase the degree of public participation in spatial planning and provide support for spatial planning.In this paper, spatial planning plays a role of the main line. Firstly, the author elaborates and analyses the development status of spatial planning, the appropriate planning system, and the demands for spatial planning. Through the analysis above, the author think that public participation GIS can meet the demand of the spatial planning, promoting the development of spatial planning. Secondly, elaborates the related theories of public participation GIS, analyzes the function of public participation GIS, and elaborate the supporting technologies to achieve these functions. Including virtual reality technology, scenario analysis technology, and collaborative spatial decision support technology. On the next, the development direction of the public participation GIS is discussed. The conclusion that the public participation GIS combined with big data technology, cloud computing technology can promote the development of public participation GIS is drawn. Thirdly, this paper analyze the application of public participation GIS in spatial planning, public participatory spatial planning architecture is constructed, the stages of public participation in spatial planning are analyzed, the public participation model is discussed, the application process of public participation GIS in spatial planning, the business model of public participatory spatial planning is constructed. Fourthly the public participatory spatial planning system prototype is built in a case study in Hunan province, the function modules and interfaces are designed. Functional modules including the map services, data management, public participation, planning and design, data sharing and publishing as well as systems management Last but not least, the research of this paper is summarized, the development of spatial planning is discussed. The spatial planning would be more and more open, transparent and scientific in the background era of technologies development rapidly.
