With the rapid development of information technology,3S technology and business flow technology,the informatization level of urban planning management has been continuously improved.This is more demanding for the organization and management of the spatial data in urban planning;the efficiency of the approval of the planning and construction projects is faster,and the requirements for the urban planning are also more fine.This paper discusses the theory,method and technology of the urban planning and management information system,and studies the selection of the two development platform of GIS and the related technologies of the domestic general GIS platform SuperMap.According to the software R&D process,the paper first puts forward the overall framework of urban planning management information system based on the needs of urban planning management in Xixian new area.The framework mainly includes spatial database management,planning and construction project approval,planning project query editing,statistics and drawing and so on.Secondly,according to the relevant standards of state,province and city,the standardized data standard system of basic geographic spatial data,planning results data,planning examination and approval file data,planning approval license and so on in Xixian new area is formulated.Using large database Oracle and spatial data engine SuperMap SDX+ to build spatial database,and complete the integrated storage of planning,graphics and text.Finally,the domestic GIS component platform SuperMap Objects is used to develop the module.MxCAD controls and AutoCAD.NET API are integrated into the process of urban planning and management support process,and the corresponding modules are designed to realize the transformation of CAD and GIS data and unify the heterogeneous data format.In the process of system implementation,the metadata based heterogeneous data integration technology is discussed,and the efficient management of urban planning spatial data is realized.Through client caching efficiency technology,the access speed of massive urban planning spatial data is improved.The two way conversion algorithm of CAD and GIS data information is studied.The data information of municipal road and pipeline file extraction is stored in GIS database,and the data in GIS database is exported to DXF format file,and the heterogeneous sharing of urban planning spatial data is improved.The results show that the urban planning space data updating and maintenance and resource sharing have been realized,and the business approval and cooperation of the planning and management departments are realized.The system meets users' functional requirements and improves visualization and information level.
