In the increasingly prominent contradiction situation of population, resources, environment, and in order to allocate of land resources efficiently, we must management and plan land resources scientifically and reasonably, adapting to the sustainable socio-economic development, then display the market mechanism, to achieve the management and protection of arable land by the number, quality management and protection of the ecological changes in the management and protection. This study selected Huangpi District for the study plots, using geographic information system (GIS), mathematical statistics, spatial analysis and other methods, and the system of comprehensive evaluation of the quality of cultivated land was established, and used to the cultivated land of Huangpi District. Based on the evaluation results, the spatial autocorrelation analysis model and theory of landscape ecology were combined together. The quality of arable land of variation pattern impact and the factors of its spatial distribution characteristics were analyzed. The paper selected the Huangpi quality of cultivated land to carry out the following research:1) From the natural productivity factors, socio-economic activities on the quality of cultivated land in Huangpi District, this article conducted a comprehensive evaluation and grading. First-class land accounted for24.73percent of the total arable land, the second accounted for30.12percent, the third accounted for25.50percent, the forth accounted for15.11percent, the fifth accounted for4.54percent. In general, the quality of the region’s arable land is relatively good.2) The article also showed the highest diversification index in northeast hilly region, then the northwest low mountains, the middle of gang area, the lake plain area conclusions successively, form the different spatial distribution of the farming area of cultivated land quality index of diversity and centralized analysis.3) By using of spatial autocorrelation measure, from the perspective of the global autocorrelation and partial autocorrelation to analyze, the results showed that the Moran’s I value was0.63(p<0.05), and proved the quality of cultivated land in Huangpi District distribution has significant spatial correlation, and showed the distribution pattern of the south than in the north.This spatial aggregation and North-South differentiation characteristics of basic farmland planning the provision of technical innovation, easy to give priority to the protection of high quality arable land resources, and the implementation of key reform focused and low-quality arable land, reasonable to draw the basic farmland Readiness area of basic farmland for later conservation planning to provide a reference.
