| To formulate and implement marine functional zoning is an important measure forutilizing marine resources scientifically and achieving sustainable development of themarine economy. It is vital to keep ocean resources healthy. This can be achievedthrough marine functional zones (MFZs), an integrated, multi-sector andmulti-disciplinary process of allocation and assessment of anthropogenic ocean uses toachieve and meet ecological, economic, and social objectives. Thus, assessing theutilization effectiveness of the existed MFZs scientifically and providing decisionsupport for the administration is of great importance.In this paper, the utilization effectiveness assessment of mariculture functionalzones in Qingdao is addressed and the assessment model based on system dynamics(SD) is provided. Firstly, important factors including population, resources and socialeconomic are considered comprehensively, and mariculture area, yield and productionvalue of mariculture are analyzed. Then the system boundary, state variable andinstrumental variable are developed accordingly. The problem proposed can be dividedinto four interactive subsystems and SD model is proposed; Secondly, sensitivityanalysis and parameter correction of the SD model are conducted with the data fromthe2002-2011Qingdao’s fishing industry. Finally, the final model structure is obtainedand simulations are conducted.The main results are as follows: (1) Effect factors of utilization effectiveness of marine functional zones, such associety, economy and resource are considered and main factors system are establishedcomprehensively.(2) Causal relationship and feedback loop of internal and external systems areanalyzed, and using SD model for assessing the utilization effectiveness of QingdaoMFZs is set up.(3) Sensitivity analysis and simulations are conducted to adjust the key variables.Assessments and predictions for the utilization effectiveness of MFZs in Qingdao areproposed. |
