Base on both national and international researches, the basic theory, index system and assessment model are investigated in this thesis. Through the combination of the theoretical and practical research, an index system and assessment model of marine functional zone is proposed and then applied to Dalian marine functional zones assessment.The basic theories of marine functional zone assessment include four parts: Division of marine functional zonation, Index system establishment (Delphi Method), Assessment model (Analytic Hierarchy Process, Multiple Objective Decision Making etc) and Sustainable Development. The guiding function of these theories is presented in Chapter 2.Establishing an index system and assessment model are two important parts in the thesis. The system should be established in terms of the feasibility, comprehensive consideration and guidance. First, the principle, hierarchy structure of the index system are described in detail and then a suitable index system, which is composed of objective, item and factor, is well established based on Delphi method in Chapter 3.Chapter 4 presents the assessment model based on the Multiple Objective Decision Making procedure. The weight of the factors in index system is calculated from the software Matlab with Analytical Hierarchy Process.Finally, the proposed index system and assessment model are applied to the practice of Dalian marine functional zone assessment and the results show its good feasibility. The thesis ends with conclusion with some indications of the developing and improving direction for the marine functional zone assessment.
