Using the new generation weather radar products (CINRAD MOSAIC) to test the area radar networking and extracting the urban weather modification operation indexes from precipitation cloud echo and hail cloud echo. Forming the fuzzy logic judgment method and determining weather modification areas and its trajectory extrapolation prediction.The shot site will be identified from the identifiable area, azimuth and elevation calculation operations at the same time.Through an analysis of the rationality of the method. The results shows that:(1) On based of the hail cloud distribution characteristics of reflectivity mosaic of new generation weather radar (CINRAD), to extact six candidate indexes identified hail cloud (Zmax, ET, Hmax, VIL, VILD,△VIL), and hail proof index criterion are given in different areas, different seasons and different cloud types.(2) On based of three-demensional reflectivity data, to extact four candidate indexes identified precipitation (CR, ET, Hmax, VIL, VILD), and precipitation index criterion are given in different areas, different seasons and different cloud types.Considering the three-dimensional morphological characteristics such as reflectivity, and resolving these questions such as convective cloud outskirt which is treated as sheet cloud,thick sheet cloud which is treated as convective cloud in two-dimensional form of reflectivity distribution.(3) Based on new generation weather radar (CINRAD) data, SCIT (The Storm Cell Identification and Tracking) algorithm realized the storm track, and calculated above index values, to form the fuzzy logical method. Identified tests about three-dimension storm monomer were conducted with the hail proof multi-cases, in accordance with the ground hail observational data, the storm monomer by the fuzzy-identified method can were compared with the actual hails. The results show that azimuth and elevation from calculation can identify well hail cloud, which are helpful for weather modification operation to select shot site.(4) Considering the altitude and the influence of the terrain parameters such as the radius of curvature of the earth, when finding the corresponding monomer operational shotpoint. In artificial hail proof aspect, also considering each of the three dimensional radius of echo of storm monomer as a range for each shot point calculation, which is helpful for weather modification operation command system to improve the standardization of the real-time scheduling and operation accurate, these have certain scientific reference in the application of actual operation.
