In order to satisfy users’ increasing personalized demands, it is necessary to set up user-oriented service concept and build up a more proactive and interactive service model aiming at users’demands. Along with the rapid development of experience economy, more and more attention has been paid to user experience in all areas including information service. Information service based on user experience is a user-oriented information service mode which aims at fully understanding and satisfying users’ demands. Meanwhile, the idea and method of meteorological information service in the network environment, should comply with the development tendency of users-oriented information service.This paper sorts and analyzes foreign and domestic meteorological information service theories by means of Bibliometrics, concludes the three stages of domestic meteorological information service studies, and then concludes main authors and content of domestic meteorological information service studies since2004by means of co-word analysis of high frequency keywords. In addition, this article conducts case studies of current situation and products of web meteorological information service by means of questionnaire and experimentation. In the end, based on the analysis of theoretical and case studies of domestic network meteorological information service, this article combines theories of user experience and information service and proposes to build up the network meteorological information service framework based on user experience with the core of user context. This paper also discusses and studies the workflow of the framework.
