Submarine power cable is an important way for offshore electricity transmission. With the advance of China’s economic development and new energy policy, submarine power cable market has been developing rapidly and more widely. Compared to terrestrial cables, due to the impact of complex marine environment, there is a major security risk and technical problems for submarine power cables from the design,manufacture,construction,operation and maintenance of the protection stage. Once the accident occurs, it will bring very serious consequences on the economic or social impact. Therefore, there is of great significance to make comprehensive risk analysis for the submarine power cable systems.Firstly, on the basis of extensive researches, make a detailed introduction for all aspects of the submarine power cable system. This article elaborates the submarine power cable on all of aspects from the development, the structural features,laying the installation process,to the reliability analysis in detail.Secondly,the existing risk management theory and risk analysis methods have been described. It includes risk concepts, risk analysis framework and steps, risk elements and their relationships; According to the risk analysis process, this article establishes a risk management system and highlights several effective risk assessment methods for the submarine cables.Again,according to a large number of failure statistics and the risk elements identified, combined with the structure and operation environment of the submarine cable system,this article establishes a risk evaluation system based on the third-party damage factor, internal failure factor, environmental impact factor and misuse factor.Finally,through the submarine power cable evaluation system has been constructed, combined with fuzzy mathematics and analytic hierarchy mathematical methods, to establish a level fuzzy comprehensive evaluation model.And this article determines the risk of the project level and proved the effectiveness and rationality of the model with a specific project example.
