Jinhua is located in the central region of Zhejiang Province,and it is located in the subtropical monsoon climate zone.The affection of monsoon and ocean is obvious,and it has changeable climate.It is a typical region of hilly and basin.Because of the natural geographical conditions of specific,all kinds of disasters in Jinhua are more frequent,which is the most serious flood and drought disasters.So we will do a research of the regional flood and drought disaster vulnerability.It not only can provide basis for further study of the risk of flood and drought, but also can provide basis for developing policies and measures of disaster prevention and mitigation.However,if only we understand the factors and connotation of vulnerability system and resilience, we could know how to increase the restoring force and reduce the brittleness and minimize losses of disaster.This paper chooses Jinhua as the research object of the flood and drought disasters.It based on some existing research on vulnerability inundation and drought,and the combination of data and graphic data in Jinhua.And then it refer to the local natural and social conditions to explore disaster formation mechanism of flood and drought disaster in Jinhua and the contents, models and methods of vulnerability evaluation.It provide important theoretical basis for rational distribution of social economy sectors,building security firm risk management system,and promoting the sustainable development of society in Jinhua.This article mainly selected two typical years,2003 and 2012, using the analytic hierarchy process (AHP) and fuzzy mathematics models.Then it combined with Spss and Arcgis software vulnerability analysis of eight areas of jinhua city,and get the following conclusion:(1)The temporal and spatial differences between the flood and drought disaster in Jinhua is obvious,and the frequency of occurrence is very high and the loss is serious.(2)There are many factors affecting flood and drought disasters in Jinhua.Disaster factors, disaster pregnant environment mutation has direct relationship to the disaster occurrence or degree.According to the existing research results in combination with the local actual situation, occurrence of flood and drought disaster in Jinhua is closely related to the weather changes, soil vegetation change and transformation,the surface of man-made damage and other factors.(3)There is a close relationship between the accommodate ability of local water resources and flood and drought disasters.Combined with precipitation and water related indicators,using Spss to calculate the bearing capacity of water environment capacity in Jinhua city around.t get the results that the bearing capacity of water resources capacity in Panan, Jindong and Yongkang is too large;Dongyang, Wucheng and Dongyang is small; Pujiang, Wuyi, Yiwu is in the middle.(4)The paper used the method of fuzzy comprehensive evaluation to evaluate the flood and drought disasters in Jinhua. According to the amount of precipitation in different periods, it selected data of social factor and natural factor in 2003 which is the least precipitation (range of appearing drought) and in 2012 which has a more precipitation of (flood years) in recent ten years.And it took the comprehensive evaluation based on the fuzzy mathematics method, get the vulnerability grade value of the flood and drought disaster in 8 regions,and it fit with the truth.
