Having been concerned by the government and every aspect of the society, the releasing process is one of the most significant part of the Earthquake Early Warning System. Aiming at the vital technical issue, for instance, the accuracy of the estimation of ground motion parameters and the performance of the data process and communication, this thesis is working on the system architecture, database, data flow, network interface, session protocol of system and technical parameters of system. The main work enumerate as follows.1.According to the demands of the Earthquake Early Warning Release System, 8220 strong motion records are collected. Based on these records, the earthquake motion parameters estimation method of Huo Junrong and the method of NGA are compared, which results in applying Huo’s method in the system.2.Considering the time-demand of the releasing process, a quick method of processing wide-range slope parameters is proposed. Also, in order to accelerate the searching speed of the nearest faults, a spatial indexing method based on the quaternary tree is designed. These methods solves the problem of the huge data capacity, resulting in the possibility to apply data process on the Smartphone and other devices. A design pattern which constantly improve the performance of the earthquake motion parameters estimation method is brought forward.3.The design of the system architecture is brought forward, which guarantees the system performance, stability, robustness and efficiency. The network interface and session protocol are also designed and given. The network interface design improves the reliability of data communication, while the session protocol ensures the safety and integrity in data communication.4.To analyze and discuss the technical parameters of Earthquake Early Warning Release System, a brief evaluation program is brought forward. The Earthquake Early Warning Release System of Capital Region is evaluated by this program. The result is given in this thesis.
