China is one of the worst hit countries in the world by lightning disaster. Every year lightning can make tens of billions of property and thousands of lives loss. Lightning has become the third disaster whose damage is only below floods rainstorm and geological disasters. Therefore, it is of great significance to establish effective lightning warning system and find efficient methods to do early warning.Recently, China has deployed many lightning location instruments in nationwide, and has built a lightning monitoring system to monitor lightning activity. However, lightning location instrument and lightning monitoring system can only use to analyse afterwards and could not do early warning and forecasting for coming lightning disasters. Atmospheric electric field instrument is a lightning warning device which can achieve full monitoring of thunderstorms through real time monitoring ground electric field intensity change. For better forecast possible coming lightning disasters, it is a key issue to research and deploy atmospheric electric field instrument in recent years. Although China have experienced rapid development in this area, and it has been deployed of atmospheric electric field instrument in many provinces, there isn’t any work on how to effectively early warn and forecast possible lightning disasters and monitor the atmospheric electric field activities in China.In this thesis, we implement an atmospheric electric field monitoring system and lightning early warning system using a popular GIS platform-ArcGIS Platform. Arc GIS Engine is an integrated imbedded GIS component library which is developed by ESRI Company to do second software development effectively. Using ArcEngine platform and Visual Studio 2010 development environment, our research target is to establish an atmospheric electric field monitoring system and lightning early warning system. According to the detailed business requirements, this system provides many functions such as data receiving, data storage, data distribution, real-time monitoring, alarm warning and device states monitoring, etc. Furthermore, this system can directly display the variation of electric field distribution in specific monitoring area. Combined with the lightning data, it can calculate the alarm information, the path of thunderstorm and the trend of thunderstorm, and release information to the public.At present this system has been put into the business working. The results in practical work can prove the effectiveness that it can not only monitor the atmospheric electric field instruments and the atmospheric electric field distribution in national wide, but also provide the accurate early warning of possible thunderstorm tendency. It also supplements the lack of existing systems, and has great significance to the research of lightning and thunderstorms.
