The ocean is a "second space" for human survival and development, the development and utilization of marine resources is an important strategic for many countries. Marine observation technology is the main component of the marine technology. It can help people to know the natural attributes and environment characteristics of the ocean and creates good conditions for exploring the marine world. The level of the development of marine observation technology is an important symbol of the comprehensive strength of marine science and technology. Marine observation equipment is an important support for the development of marine economy, marine environmental protection, marine innovation of science and technology, marine rights and interests maintenance and marine disaster warning. Using data buoy to obtain the data of waves is an important aim.This topic relies on the research of Harbin Engineering University on naval vessels, that through using the micro wave buoy observation system, to achieve real time measuring and continuous measuring of small wave and obtaining long term statistics, so as to analyze the effect of the wave on naval vessels.The system has the function of measuring, displaying and storing of data, so as to achieve the observation purpose of the program’s requirement.The main contents of this paper are the design of micro wave buoy body and the design of the PC software. Both of the two parts are the core of the design, and the design of each part plays an important role in the system. The reasonable Buoy material will affect the accuracy and the life of buoy; the reasonable shape affects the buoy with wave and then affects the measurement accuracy of the buoy; and reasonable component design will affects the tightness etc.. On the design of PC software, reasonable communication mode affects the data receiving rate; reasonable display mode affects the observation of the data and the reasonable data storage affects the follow-up study.The shape design of micro wave buoy is divided into five parts:the design task, project design, technical design, trial production, production and processing. This paper mainly introduces the selection of the buoy body, determination of main dimensions, how to select the material of the buoy body shell and the sealing ring. In this paper, the buoy was drawn by using the AutoCAD2010 development platform, and calculating the center of gravity of the buoy, floating heart, displacement, initial stability, fixed cycle and some other important parameters.The PC of micro wave buoy is developed of with Visual Studio 2010 development platform, the design of interface uses BCGControlBar office style,the design uses the GDI+ graphics device interface, making the interface beautiful, simple, convenient operation. The two different ways of collecting data both use the cable transmission, use the serial communication to connect with the host computer, and have two kinds of different receiving interfaces that drawing the curve when running the continuous acquisition, and digital real-time displaying when running timing acquisition. The data is stored in the database, and the database uses Access 2010. The operator can query the contents of the database in the interface query according to their own needs. Besides the characteristic values, database also contains original data, This part of the data requires transformation through data management interface, to facilitate observation and treatment.The system has been using for several months with the results that buoy body has no sealing problems, the receiving system runs well, and it can receive and display the real time data. The system provides a large number of effective data for the project.
