Research On Coastline Resource Investigation And Utilization In Qinhuangdao

With the rapid development of modern economy in our country, the role of the ocean becomes even more important. In the process of urban development, as a special kind of non-renewable resources, coastline occupies a pivotal position. Coastal economic development in Hebei Province has risen to national strategy, Qinhuangdao in Hebei Province is one of the three major coastal cities. Qinhuangdao has 162.7 kilometers long coastline, the coastline resources sustainable utilization is of great importance to the development of the future of Qinhuangdao.In this paper, based on related data, combining field survey and data investigation, we analyzed the situation of Qinhuangdao coastline by using the SWOT method and the TOPSIS method; established the evaluation index system of Qinhuangdao coast main body function and the evaluation model to calculate, according to the grade evaluation standard to carry on the comprehensive evaluation. The main conclusions are as follows:First, through the field investigation of Qinhuangdao coastline and the natural condition and coastline utilization were analyzed, we found the following problems in Qinhuangdao coastline currently using: a lack of rational planning, coastline erosion and seawater intrusion is serious, lacking of strict monitoring of sewage into the sea, people attach importance to the development and utilization, instead of protecting, tracking and management is not in place.Second, using the SWOT analysis method to evaluate the external environment of Qinhuangdao coastline, the results show that Qinhuangdao coastline has geographical advantages, tourism advantages and transportation advantages, seasonal disadvantage, coastal development opportunities. Using TOPSIS analysis, comparison Qinhuangdao coastline, Qingdao Aoshan Bay and Dongjiakou coastline resources, the results show that the resource of Qinhuangdao port coastline is optimal. Qinhuangdao coastline is suitable for the construction of port city, at the same time, it also need other industries to coordinated development, such as the logistics industry, fishery and tourism.Third, we established the evaluation index system of qinhuangdao coastline main body function, and calculate the evaluation model, get the main body function evaluation of synthetical index, including Shanhaiguan, Beidaihe, Haigang district, Changli and Funing five section of the coastline. According to the grade evaluation criteria, we make a comprehensive evaluation. In the evaluation of resources and environment carrying capacity, the resources and environment carrying capacity index of Changli section is the highest(0.3037), followed by the Beidaihe section(0.1778), the lowest for the Funing section(0.0952). In the evaluation of existing development density, Haigang district development density index is the highest(0.3442), followed by the Shanhaiguan section(0.3032), the lowest for the Changli section(0.0335); In the development potential evaluation, Shanhaiguan section of the development potential index is the highest(0.2045), followed by the Haigang district(0.1968) and Beidaihe section(0.1714), the lowest for the Changli paragraph(0.0215).Fourthly, according to the general characteristics of Qinhuangdao coastline, combined with the specific circumstances of Qinhuangdao coastline resources, industrial development, urban construction, ecological protection, it is recommended Qinhuangdao coastline is divided into four types: port production coastline, life and travel the coastline, beaches and aquaculture shoreline, shoreline ecology protection.Finally, on the basis of analysis of Qinhuangdao coastline resource evaluation, we propose proposals of the development and utilization of Qinhuangdao coastline, and we should follow function to development and utilization of coastline resources, while protecting the coastline and the environment. Construction to take countermeasures of "planning in advance, district development; reasonable scientific, ecological protection; strengthen management, strict implementation of three simultaneous; public participation, dynamic protection" in Qinhuangdao coastline resource protection and sustainable utilization.
