Research On Resource Dependence Effect Of Resource-based Cities From The Perspective Of Resource Curse

Human survival and development are inseparable from natural resources,which are the material basis for the progressive development of human society.For a long time,many scholars believe that having abundant natural resources can greatly promote the good operation of the local economic system.But nowadays,countries with abundant natural resources generally have a phenomenon of slow or even stagnant economic growth caused by the exploitation and utilization of natural resources.This phenomenon is called the resource curse.At present,the academic community has not reached a consensus on whether the resource curse proposition is established.A small number of scholars believe that there is no resource curse phenomenon,but most scholars have concluded through investigation and analysis that there is a condition of resource curse or resource curse.Most of the empirical studies on the curse of resources are mainly based on the national,provincial and urban.However,China has a vast territory and there are differences in resource endowments between regions.The development of various economic systems is different.Therefore,the conclusions from the existing literature cannot fully reveal the resource dependence effects of relatively rich resources.In view of this,this paper takes China's resource-based cities as the research object,and combines the theoretical and empirical research on the impact of resource-based urban resource-dependent behavior on its economic system.On this basis,a detailed empirical study on the formation mechanism of resource-dependent urban resource dependence effects was carried out.Finally,based on the above conclusions,it puts forward feasible countermeasures on how resource-based cities can effectively use non-renewable natural resources to promote the benign operation of their economic systems.The conclusion of this paper will have certain theoretical and practical guiding significance for China's resource-based urban science to rely on resource advantages,effectively avoid resource traps,and promote high-quality economic development.The main conclusions are as follows:First,the resource dependence of resource-based cities in China is generally high.The resource dependence of some cities in this study period is up to 58.67%,and the characteristics of resource-driven development are more prominent.Second,resource-based urban resource dependence significantly hinders urban economic development,and resource curse is evident.The empirical results of 61 resource-based cities show that resource industry dependence is significantly negatively correlated with urban economic growth,and resource development behavior fails to drive urban economic growth.Thirdly,the analysis of the intermediary transmission mechanism of resource dependence affecting regional economic development shows that the resource-dependent behavior of resource-based cities in China is mainly hindered by the crowding-out effect of human capital,weakening the opening up,restraining infrastructure construction and strengthening government intervention.The benign operation of the regional economic system,namely human capital,opening up,infrastructure and government intervention,is an important intermediary transmission channel for resource dependence to influence regional economic development.Based on the above conclusions,this paper believes that China's resource-based cities rely on resource advantages to promote regional economic quality,and there is still room for improvement.The use of resources is not appropriate,and the excessive dependence on the resource-driven development model is its root cause.Therefore,we will further improve relevant laws and regulations on resource development and utilization,actively adjust the transformation and upgrading of industrial structure,vigorously cultivate non-resource-based industries,improve human capital accumulation and technological innovation capabilities,efficiently utilize various economic resources,and strengthen the construction of road facilities as resource-based cities.The effective use of resources,improve the quality of economic development,and avoid falling into the trap of resource dependence.
