Comparative Study On The Post Disaster Relief System Of China Severe Earthquake Disasters

China is a country with frequent natural disasters, especially since the Mid-19 th century, severe earthquake disasters attack our motherland so many times that a lot of casualties and loss are caused, how to respond quickly and scientifically so as to speed up reconstruction is a major challenge our government is facing now.The four severe earthquake disasters of Diexi Earthquake in 1933、Tangshan Earthquake in 1976、Wenchuan Earthquake in 2008 and Lushan Earthquake in 2013 exist significant differences in relief effects according to different developmental stage、governing concept、present political and economic situation and Social development level, and the relief system adopted by the government has a inclusion characteristics of distinctive feature of the times. Since the foundation of new China, especially the reform and opening up, with the continuous promotion of the capability of Communist Party of China in managing state affairs and advance of the level of the country’s economic development, our government explored and formed a system of effective relief system during the long period of struggling with natural disasters, played an important role in the earthquake relief work and post disaster recovery and reconstruction, especially the implementation of the “reconstruction of the whole country ”mode fully demonstrate the advantages of the socialist system.However, as the attacks of natural disasters become more and more frequent, the rescue systems as the “reconstruction of the whole country” mode are standing rigorous tests. After an enormous earthquake happened in Lushan, many scientific analysis and demonstration are used, finally the central committee propose the local responsibility system, it takes local government as the decision-maker, implementer and Subject of responsibility. A new way of post disaster recovery and reconstruction has been explored with Central co-ordination guidance, local as the main part, and broad participation of the masses. The post disaster reconstruction system continues to develop and improve, it gets new development than in previous periods.
