Using the modern means of science and technology as well as the latest technology such as computer, communications and electronics, water regime automatic telemetry system conducts the real-time telemetry, receiving and processing of hydrological data, combined with the ongoing hydrology theory. The system is the most effective technology to solve the problems of river and reservoir information telemetry and flood control. Compared with the previous artificial forecasting, in the aspects of data collection and data processing, the speed and accuracy improved substantially, which places a big role in the reservoir flood control and efficiency improvement of the hydropower generation.This paper chose Longjiang river basin as an object of study, fully collected the hydrological data, terrain, and hydraulic engineering information. The hydrological telemetry system network is made of a central station, eight sub-center stations and 46 telemetry sites, carried out communication by GSM and established water regime automatic telemetry system. Choosing the data such as rainfall, flow rate and evaporation in 1975-1984, according to Xin’anjiang model, the flood forecasting system divided Longjiang river basin into 12 blocks of 18 units, conducted the factors proportion for each cellar area and precipitation station. Using the combining method of manual and automatic optimization, it conducted the parameter calibration for Xin’anjiang model and calculation the unit runoff,achieved the fruit of parameter, each block unit hydrograph etc. It used Muskingum method to calculate the concentration of channel. Conducting the reliability analysis on the system via the data in 2009-2014, the reliability indexes such as monthly patency rate and mean free error time met the design requirements. Through 12 real-time flood forecast verification in 2009-2014, the precision level of forecast plan reached the evaluation standard Class B as per the state "Standard of Hydrology Information Forecast".This system achieved the functions such as real-time monitoring all hydrological information, flood forecasting and warning for Longjiang river basin, which is beneficial to study and master the water regime change rule of Longjiang river basin, and improved the ability of the joint irrigation scheduling for its cascade hydropower stations and the flood control decision-making.
