From 2009 to 2010, our country has adopted some reform measures to effectively deal with the global financial crisis. Entering a new decade,China faces era of economic recovery after crisis, as well as Chinese economic development into the macro background of the new normal, structural adjustment, looking for new growth point has become the current development of Chinese macro economy new direction. In this context, the continuous optimization of marine industrial structure,promote the development of marine emerging industries, so as to enhance the competitiveness of the marine industry is particularly important. How to enhance the ability of independent innovation of the marine industry? How to improve the level of infrastructure in the marine industry? How to enhance the competitiveness of regional marine industry in order to promote the sustainable development of the marine economy?All these have become the problems to be solved in the construction of marine power in our country.Whereas, Firstly, this paper combing through previous on industrial competitiveness,regional industrial competitiveness, marine industry competitiveness literature, define the concept of regional marine industry competitiveness, combined with related theories of industry competitiveness and China’s marine industry development of its own characteristics, to explore the main factors influencing the competitiveness of regional marine industry, including the regional resource endowments of marine industry, marine geographic conditions, regional marine industry human resources, regional marine industry economic level, the regional level of the maritime administration, regional marine industrial technology innovation ability. Then according to the influencing factors of the competitiveness of regional marine industry, selected to reflect the regional marine industry competitiveness index, all indicators divided into industry scale level, the level of industrial structure, the industrial science and technology level, and on the basis of scientific, comparable and operational principle are further screened 10 can evaluation of regional marine industry competitiveness index.
