Frederick William Herschel, the founder of stellar astronomy, as known as “the father of stellar astronomy”. He had plenty of important discoveries in astronomy which had inestimable value for future development. At the second time of Western Learning, "Astronomy Platform" has been translated and published in China which included Herschel’s discoveries. Chinese people began to understand William Herschel’s achievement on astronomy.Based on Herschel’s research in stellar astronomy, telescopes and other aspects, this paper introduces Herschel’s discoveries, the spread of it in China and different reactions towards his discoveries in China and the West. The paper also thinks about the causes of the decline of China’s modern science and technology, as well as the importance of scientific discovery to social progress.The first part of the paper describes the incoming background of William Herschel’s stellar astronomy and telescope, combined with relevant literature, historical predecessors to explore Herschel achievements of research as well as the introduction of "Astronomy Outline" and it’s Chinese vision "Talking about the Astronomy". Paved a way for the study of the spread of Herschel’s research on stellar astronomy and telescope in China.The second part is the focus of the paper, it first introduces Herschel’s life and his research from his study in stellar astronomy, telescopes and other fields. Then talks about the development of stellar astronomy before Herschel’s discoveries from the aspect of both China and the west. Last explores how his achievements spread in Europe.The third part starts from two aspects including Herschel’s stellar astronomy and telescope, respectively talks about their incoming and compare the difference between China and the West. Further pointed out the propagation of Herschel’s achievements in astronomy in China. This paper starts from the achievements of Herschel’s stellar astronomy and the manufacture of telescope, studied their propagation in China and the west as well as the comparison which is also the innovation point of this paper.The fourth part is the conclusion, discusses the William Herschel astronomical found subsequent impact and social factors of the UK and China, special in discusses the influence to China, from positive and negative aspects are carried out, analysis of the cause of China "s modern science and technology, backward social factors. It is pointed out that introduction of Herschel’s stellar astronomy has important influence on China’s scientific and Technological Development and Enlightenment of Chinese thinking. It will help readers to know more about the lack of science and technology development in China.
