After the occurrence of emergency public opinion information can be quickly spread through different media, such as neighborhood communication, diffusion of internet, etc. Personal viewpoint tends to be affected by the surrounding views. For the spread of information interaction, people establish the relationship between each other, then transmission network of emergency information is formed. The openness of the emergency information dissemination appearance on any individual could become the object of public opinion information evolution system, and the complexity performance in the diversity of information travels way, Individual emotional volatility, the randomness of the public participation and retreat and so on. All of these surely will embody the feature of Emergency public opinion information dissemination, like randomness, uncertainty, cooperation,and consistency evolution behavior. The convergence characteristics of emergency information dissemination similar to oscillator synchronous behavior in physics. The evolution process mostly show as "balance——disorder——new balance". Based on the complex network structure model and the complex network synchronous behavior, this article mainly study the general rules of the emergency information dissemination coupling dynamics behavior.This paper Review the basic concept of complex network cluster structure, the mechanism of synchronous behavior and typical emergency information dissemination model, mainly introduced emergency information synchronous propagation characteristics based on cluster structure.Then, from the qualitative view, we analysis the components of emergency information synchronous behavior and the formation process of the emergency information dissemination network, further locking the connotation, mode and its inherent characteristics of emergency information dissemination synchronous behavior based on cluster structure. And take H7N9 event as an example, analysis the basic characteristic of the information transmission and dynamic evolution, and the based on the information transmission network adjacency matrix, and also analysis the transmission network cluster structure characteristics in detail.Based on the empirical study, in this paper, combining the characteristics of the emergency information dissemination, we improve the OCR model proposed by Pluchino and make it suitable to analysis emergency information dissemination when consider cluster structure, parsing evolution characteristics of synchronous behavior. Then, using MATLAB simulation tool to simulate emergency information synchronous diffuse based on OCR model. Analyzing the effect of the main factors to consistency evolution laws of individual views in the cluster network, including the network scale, the coupling strength of the network, modularity and the initial disseminator views distribution.,mainly studies how the strength of network modularity effect on emergency information synchronous behavior.Finally, based on the simulation results, combining with the practical situation of emergency information dissemination, we put forward new ideas to solve emergency information synchronous dissemination on a macro level and the game between individuals from at the micro level, expect to effectively avoid or reduce the possibility of mass incidents breaking caused by the convergence evolution of emergency rumors, constantly improve the scientific level of the government and the public response to emergencies.
