With the sustainable development of all safety production enterprises scale, safetyincidents have been the major issue puzzling enterprises. In addition, due to theenterprises belong to different industries and the type of accidents also has differences.The complexity of emergency rescue increases. Participating in field simulation drillingbecomes more difficult and dangerous. So, it is imperative to develop a set of simulationdrilling system for improving the ability of rescuing workers’ reaction ability andpromoting the coordination capabilities between departments and reducing thecasualties and property losses resulted from accidents.Recently, most simulation drilling systems are based on simple flash displayingtechnology or2D game engine and are drove by event. The highly simulated drillingsystem with3D game engine will be populated by developers because there areadvantages in many aspects such as graphics processing, audio processing, networkcommunication etc.Taking the safety production emergency rescue simulation drilling system as thebackground, the paper firstly introduces the technology of Delta3D engine and then thedefinition and system architecture of simulation drilling system. For a higher level ofsimulation, the paper elaborates the application of FSM in agent design. The main partof the paper is to expound the design and implementation of FSM module and fuzzylogic module. FSM module consists of status converter, message manager, rulesmanager, data services. The fuzzy module consists of several classes those havefunction of fuzzification setting fuzzification rules and defuzzification.
