At present, our country is in the rapid advance phase of industrialization, urbanizationand agricultural modernization, the industrial development, population growth, naturaldisasters have brought huge pressure for land resources, land is increasingly scarce as thecarrier of all social activities. Land renovate is the main activity for human beings to changethe way of land use, also is the most important way to relieve the contradiction of populationand land. Last round of land renovation plan in our country has achieved remarkableachievements in protecting national food security, optimize the land use structure, andbeautify the ecological environment, with the support of national policy related departments atvarious levels, the new round of land reclamation planning has been basically completed. Butthe implementation of the planning will inevitably use the biological and engineeringmeasures, it’s have a negative impact on the ecological environment of the project area andperiphery area. Ecological risk evaluation of the land reclamation planning is helpful to avoidor mitigate the adverse impact on the ecological environment from the planning, improve thefeasibility of the plan.Shenmu County is located in the hills, forest steppe to desert and steppe transition zone,the natural environment condition is rather poor, combined with the mining of mineralresources, the ecology is more fragile. Overall speaking, the implementation of the renovationplan of Shenmu County no doubt has important positive significance for ecologicalenvironment, but cannot therefore ignore the negative ecological effect the plan may bring.The research take the land reclamation planning of Shenmu County (2011-2020) as the object,using the relative risk model (RRM)to quantity each village renovation planning of ecologicalrelative risk, in order to systematically, facilitating focused to grasp the potential ecologicalrisk of the planning, take effective measures to reduce the probability of occurrence of the riskin the process of planning implementation.The results show that the relative ecological risk value of the four plots in ShenmuCounty are1.37,1.59,7.53and8.88; the main risk source is agricultural land renovation inarea Ⅰand area Ⅱ, the main risk sources are industrial and mining waste reclamation respectively and of weeds to develop in area Ⅲand area Ⅳ; the project size, risk source ofexposure to the habitat and ecological receptors respond to risk source are the main factorsinfluencing the risk value.According to the regional relative ecological risk value, the land reclamation planningecological risk in Shenmu County is divided into four levels: low risk area, the moderate riskarea, higher risk area and the high risk area; Low risk area and the moderate risk area arelocated in the south and central county, this two area topography is complex, the land usestructure is simple, less planning projects; While the higher risk area and the high risk area arelocated in the northwest area of the county, the terrain of the two area is relatively flat, richmineral resources, land reclamation and unused land development projects are basicallyfocused on these two areas.
