With the rapid development of rural social economy and the acceleration of the industrialization, urbanization and urban integration, the contradiction between supply and demand of land had significant growth, the development of the rural social economic will inevitably occupy part of cultivated land, in order to realize the sustainable development, keep the red line for one billion eight hundred million cultivated land and guarantee food security, land consolidation had became a strategic solution, but the rural ecological environment problem was increasingly outstanding. Promoting the construction of ecological civilization had been put forward in the Fourth plenary session of the 17th, the new requirements for transforming the target of the land consolidation to cultivated the land quality and protect the landscape and ecological environment were put forward in the new period. The risk assessment of the ecological environment can provide scientific basis of the protection measures for making decision of the project and promote the construction and development of the "environmentally friendly" rural.First, taking the land consolidation of YangLi country as an example, combining the ecological risk assessment theories with the thoughts on ecological environment impact assessment, on the basis of the research of the land leveling engineering, water conservancy engineering and road engineering, this paper makes a analysis and generalization about the ecological environment impact of the land consolidation and build the concept model of ecological environment risk of the study area; Second, analyzing the changes of the ecosystem services value and the landscape pattern about the study area, combining the established concept model, identifying the aspects of the ecological environment risk which were produced by the project, on the basis of them we construct the index system of the evaluation of the ecological environment risk and obtain the real value of the indicators and standard score. Finally, using the comprehensive index model to make the overall ecological risk assessment about the study area, through the evaluation, the eco-environment-risk comprehensive index of the project zone is 1.012 before the land consolidation, and is 1.451 after the land consolidation, the increase is 43.4 percent, which shows the risk decreases and the environment is protected and improved greatly. However, the risk is increasing from the single aspect of the landscape pattern, in order to find the deep reason of the change about the risk we make an evaluation from the aspect of the change of the landscape construction. On the basis of the above evaluation, further using the matter-element models to evaluate the risk level, the result show that the ecological environment risk belong to the low risk level after the land consolidation. On the whole, the plan project of the land consolidation is scientific and feasible, but the thought of the landscape should be involved into the plan, in the future, we should strengthen the emphasis on the effects of the landscape pattern.
