Steel-making plant is in the central part of iron and steel manufacturing processand playing the role of a connecting link. The production run effect of steel-makingplant is directly related to the entire steel production logistics. Scientific and reasonableevaluation mechanism plays an important role to guide and coordinate the organizationof production relations. Facing the random disturbances in production process,re-planning is an effective method to solve it. The re-planning method under theguidance of evaluation index system can manage and control the production operationefficiently.Currently, there is much research on optimization of production planning andscheduling problems for iron and steel enterprise, but lacking of the research on thereasonable evaluation of the production operation in steel-making plant. In this paper,production performance, production planning and production simulation were set as theevaluation; evaluation index system was designed from the performance, process andmanagement of production operation. For different evaluation goals, the two evaluationmethods of hierarchy and comprehensive were used. In comprehensive evaluationmethod, the analytic hierarchy process (AHP) and principal component analysis (PCA)were applied together to determining indexes weight.High quality production planning is orderly and stable basis of steel productionprocess. But due to the complexity of the steel production process, there are often somerandom disturbances in the actual production process, which lead to the failure of theinitial operation plan, and bring difficulties to the organization of production. However,production re-planning is an effective way to solve the problem of disturbance. Basedon the results of previous studies, the unfinished plans under disturbances are dividedinto plan in processing and plan wait to begin. The plan in processing was preferentialarranged by the method of reverse choice location and push along the conflict digestiontime. Based on the analysis for the characteristics of production planning, for the planwait to begin, a mixed optimization algorithm which combined particle swarmalgorithm with simulated annealing algorithm, was applied to solve the problem ofre-planning.By the method and index of production plan evaluation, the re-planningmathematical model was set by the four sub goals of short whole process logistics time, high execution level, balanced task allocation and little wait time. Using this model, thesub goals weight can be adjust according to the real-time production status. Then, there-plan can be formulated under the guidance of evaluation index, which make there-plan more reasonable and credible.Studies show that the steel-making plant production operation evaluation indexsystem had a significant effect on expressing the characteristics of the steel-makingplant production operation, researching the steel production planning and schedulingproblem, and guiding the organizing operations; the mixed optimization algorithmwhich combined particle swarm algorithm with simulated annealing algorithm offer anew way to solve re-planning problems; the re-planning mathematical model under theguidance of evaluation index can adjust the complicated production environment, andmake the re-plan match the actual requirements.
