Study On The Measures Of Ecological Compensation Of Development Reserve Agricultural Land Resource In Da’an

Agricultural land reserve resources development is an important way to supple the arableland, to increase agricultural land and to develop construction land. It can effectively solve theproblem of food and clothing of our people. Development and utilization of agricultural landreserve resources can make up the industrialization and urbanization of farmland occupied, soas to provide the best basis land resources protection for the production of food and otheragriculture, and to provide long-term stability of the material foundation for sustainableeconomic development.The improvement and development of land west of Jilin Province isalso for this purpose, to increase a hundred tons of grain. However, due to prolonged,large-scale continuous development, leading to the development of suitable agricultural landreserve resources become less and less. Currently existing agricultural land reserve resourcesare distributed in ecologically fragile, low fertility, development and the strong limitingregions of utilization of the factors, not only the development of agricultural land quality isdifficult to guarantee, and will also face a variety of ecological and environmental problems.Agricultural land reserve resources existing distributed in ecologically fragile, low fertility,development and utilization factors limit strong regional, not only the development ofagricultural land quality is difficult to guarantee, and will face a variety of ecological andenvironmental problems. Through site visits we know the development of agricultural landback of Da’an has some influence, mainly in the areas of water, air and biodiversity. Therefore,this article is based on the development of the ecological damage, to study the subject, object,compensation and compensation standards of compensation.During the study, the main method is field research, ecological footprint model and thevalue of ecosystem services approach.Specific findings and conclusions include the following aspects:(1) According to the natural resources and socio-economic situation of Da’an, and thecontent of Da’an land development, summarizes the characteristics of agricultural land back inDa’an: large back-up reserves, mostly is Ⅱor Ⅲ arableand land distribution is notconcentrated, mostly is in the form of small pieces, and also has different soil fertility.(2) According to the literature review, combined the development of agricultural landreserve resources in Da’an, we determines the government to be the body, the compensationfor ecological damage to be the object of compensate. Take the form of compensation for mental compensation, in-kind compensation, financial compensation and the compensationpolicy of combining. Agricultural land reserve resources in Da’an standards for ecologicalcompensation is5999.92yuan/hm2, the total ecological compensation is502,464,500yuan bycalculating the ecological footprint model and the value of ecosystem services obtainedcombining.(3)Long-term and huge project involving the development of agricultural land resourcesback is a strong intervention for natural ecosystem. By understanding the local farmers weknow the impact of agricultural land reserve resources development on the ecologicalenvironment. The main performance is the impact for water resources, biodiversity, land mass,the phenomenon of desertification, and the atmosphere.(4) The survey results show that famres do not understand the concept of the ecologicalcrisis and the ecological compensation, They heard them but do not know what they are. Thepropaganda work of government for ecological protection also needs to be improved.
