Based on Da’an irrigation planning, we estimated the influence of agricultural land development projects on environment by applying ecological footprint method, which will be significant exploration for the early intervention of environmental impact assessment. After calculated and analyzed the data of Da’an annuals statistical yearbook of the ecological footprint and related index during 2010, 2011 and 2013, we quantified the degree of the sustainable development of ecological economic system, and forecasted the tendency of the ecological footprint, ecological capacity and ecological deficit of the irrigation, worked out the result of the local ecological footprint index, and put forward the strategy for relieving the ecological pressure. Conclusions are drawn as follows:1. Calculated land yield factors after considering all kinds of cultivated land production situation.Calculated yield factors with Arable land, Pasture and Sea by comparing actual productions with the global productivity.Calculated yield factors of Forest using the net primary productivity.2. The ecological footprint and the ecological capacity of the project area have steadily increase from 2010 to irrigation been built, the ecological capacity of irrigation was going from 0.089220hm2/person to 0.782456hm2/person, and the ecological footprint was going from 0.230159hm2/person to 0.829662hm2/person. Among these area, the ecological capacity and ecological footprint of arable land increased most rapidly. The ecological capacity growth faster than the ecological footprint.3. Forecasting per capita ecological capacity, ecological footprint and ecological deficit of the irrigation in terms of the changes of the land area and products. The results showed ecological deficit turns into ecological remainder, which means the activity level of human under the ecosystem carrying capacity range in the project area. While the index of land use and development intensity of arable land should be strictly controlled, and raising the utilization ratio of arable land.4. From 2010 to irrigation built, the ecological footprint index declined 96%, the irrigation changed from seriously unsustainable development state to unsustainable development state. The ecological pressure index declined 59%, the irrigation changed from extremely unsafe state to relatively unsafe state.
