The Study Of City Public Safety Evaluation Method

City is residential area which characterized by the non-agricultural industries andnon-agricultural population concentration. Safety of human is the main part of the safety ofcity, because the main part of city is human. According to the definition of safety, two aspectsare involved in the safety of city, they are described as the healthy state of physical andemotional conditions and the measures and organization to maintain the healthy state that iscalled urban public safety.The guarantee of healthy state of physical and emotional conditionsand evaluations of urban public safety are involved in the evaluation of urban safety. Due tothe working capacity of research, the elements related to evaluation of urban safety arestudied in this research.Different from the evaluation method in our nation, the electionprocess of the evaluation method of urban public safety is proposed for the first time. Sixparts are involved, they can be described as follows:1) Based on the definition of safety, the conception, relationship and research scope ofurban safety and urban public safety, national safety and urban public safety is analyzed. Andthen, the analysis on abroad and national present situation is carried on the evaluation ofurban public safety. The value of research is presented, the research object, research routineand method is also put forward.2) Theory and method of risk analysis is applied to identify and analyze the risk elementfrom two aspects which are the weakness of city and the ability to counter disaster, and thenthe model of risk analysis is established.3) The principle of the related evaluation method and the applicability of the model areanalyzed, the evaluation method of urban public safety is confirmed.4) The factor of property-administration is focused on in the analysis model composed ofman-property-environment-administration. The model of urban public safety evaluation isanalyzed and established, three evaluation indexes are put forward, and the existence ofdisasters, the control measures and the implementation effect are considered when choose theindexes.5) According to the related regulations, the national and vocational standards, the thirdgrade indexes are quantized, based on AHP, the weights are distributed, the evaluation methodof urban public safety is established, and the grades are presented. 6) Take Tsingtao for example, the feasibility and validity of the evaluation method aredemonstrated, the existing problems are analyzed and the further research area is put forwardat the end.
