In recent years, the Laizhou Bay and Bohai Sea petroleum pollution is becoming moreand more serious. In addition to oil exploitation at sea and marine oil spill, the land-basedsources of industrial pollution along the river is also an important source. Xiaoqing River isimportant rivers which into Laizhou Bay, is also an important channel of the sewage andspillway along the river. A large number of industrial wastewater and domestic sewagedischarged by petrochemical industry continuing to flow into the Laizhou Bay and Bohai Seaevery year, to bring a serious threat to marine environment quality and influence thedevelopment of Shandong blue economic zone and construction of ecological civilization. Inthis context, research on potential of industrial wastewater petroleum pollution emissionreduction in Xiaoqing River Basin, is not only conducive to improving the Xiaoqing Riverand Laizhou Bay pollution, but also has great significance for guiding regional the sustainabledevelopment.This paper was based on economic and environmental data of Xiaoqing River Basin in2006to2011. First, the petroleum pollution of Xiaoqing River was evaluated by the singlefactor evaluation method. Then analyzed the discharge characteristics of petroleum pollution,use the Excel and SPSS multiple linear regression method to analyze the main influencingfactors of petroleum pollution. Finally, predicted the water saving potential of industrial andpetroleum pollutant emissions total amount by quota comparison method and environmentlearning curve. And by building scenario analysis model estimated petroleum pollutantsemission reduction potential of the various industries. The main conclusions were as follows:(1) In recent years, the water quality of the Xiaoqing River continued to improve, and thesections number of worse grade V standard had decreased during2008-2012.But theproportion of worse grade III standard was still up to89%. The pollution situation can not beignored.(2) The overall trend of industrial wastewater petroleum pollution emission wasdownward, but the regional difference was larger. Such as Dongying and Zibo showed adownward trend year by year, while Ji’nan, Weifang and Binzhou showed the first declineafter rising trend, and Ji’nan replaced Dongying become the first major sources of petroleumpollution. The trend of petroleum pollution emission was influenced by multiple factors. Theindustrialization level, industry pollution treatment, resource utilization and consumptionlevels, as well as the number of key pollution sources of petroleum pollution industry andindustry structure were the main factors. (3) Through reducing water quota (the first scheme) and improving water recycling rate(the second scheme) to predict the water saving potential of industrial by using a fixedcomparative law. The results show that the first scheme can be water-saving22.8%and19.8%in2015and2020, while the second scheme will be31.1%and37.7%water saving, Dongying,Weifang, and Binzhou have a larger contribution to reducing industrial water consumption inXiaoqing River Basin.(4) The petroleum pollutants emissions total amount was predicted by environmentlearning curve. The results show that under the current level of economic development, thepetroleum pollutant emissions will be reduced to0.89g every million yuan by the end of the12th five-year, and the petroleum pollutant emissions total amount is230.89tons, whichcompared to2010decreased by37.7%. The predict results of petroleum emissions reductionpotential for different industries by building a scenario analysis model was that the petroleumpollutant emissions in2015was30%lower than in2011under the high scheme. The emissionreduction potential of Chemical materials and chemical products manufacturing industry wasthe largest, and followed by petroleum processing, coking and nuclear fuel processingindustry, the two industries accounted for about65%of the total emission reduction.
