At present, urbanization has become one of the most important social economic phenomenon in the world, and now is causing reality and potential threat to the ecological environment. Water environment as an important part of the ecological environment, is the foundation of people’s life safety and society healthy development. Xiaoqing river is an important region in shandong province, now is facing more severe challenge of water resources shortage and water environment pollution, so water environment security has become bottleneck factor to threat people’s health and influence sustainable development of urbanization. Therefore, in order to prevent the problems of water environment security in the process of urbanization, reduce the influence of water environment security problems to the urbanization, explore the coupling relationship between urbanization and water environment safety, has important theoretical significance and practical significance to ensure the reasonable development and utilization of water resources, protection of ecological restoration and advance the healthy development of xiaoqing river drainage urbanization.First, this paper select population, economy, society and space four aspects to evaluate the urbanization development situation of xiaoqing river drainage; second statistic and analyze the situation of pollutants discharge, analyze and evaluate the water quality of mulizhuang, xingfengzhuang, fuqiao and shicun section of xiaoqing river; finally under the condition of establishing the coupling evaluation index system of urbanization and water environment system in science, analyzes the main factors of urbanization evolution, and to further explore the coupling relationship between urbanization and water environment.This article main research results are as follows:(1) The urbanization comprehensive index value and the cross section coupled results show that:Mulizhuang section, in general water quality is good, the comprehensive pollution index value appeared the maximum value only in 1998, in this section, water quality is less affected by urbanization of Jinan city. Xinfengzhuang section, the surface water comprehensive pollution index value is higher, water quality pollution is serious, from the time series analysis, before 2007, the coupling relationship between urbanization comprehensive index and surface water comprehensive pollution index is more volatile, present a very unstable state, but after 2007, the coupling relationship between the become better; the surface water comprehensive pollution index of Fuqiao and Shicun section mainly reflect the influence of Zibo urbanization to water quality, before 2006, the coupling relationship trend is worse, and present a unstable state, but after 2006, the coupling relationship trend towards a good direction to develop, and tend to be stable.(2) The coupling correlation of urbanization subsystem and each section results show that:in Xinfengzhuang section, among urbanization subsystem, the coupling correlation coefficient of social urbanization and comprehensive pollution index is the highest, then followed by economic urbanization, spatial urbanization and population urbanization; in Fuqiao section, among urbanization subsystem, the coupling correlation coefficient of social urbanization and comprehensive pollution index is the highest, then followed by spatial urbanization, economic urbanization and population urbanization; in Shicun section, the coupling correlation coefficient of economic urbanization and comprehensive pollution index is the highest, then followed by social urbanization,spatial urbanization and population urbanization.Based on the above analysis, put forward the urbanization development strategy and the countermeasures and suggestions to manage and protect the water environment problems..
