The ocean work as one of the most important resource bases for sustainabledevelopment, and the maritime resource provide strong base for the continuousdevelopment of the ocean economy. However, as the development maritime economy,maritime resources are quickly deprived and the ecosystem has being sabotaged.Ecosystem is both the core of the ocean sustainable development and indispensiblepart of ocean environment. The aggravation of the maritime ecosystem has not onlybroken the balance in the original ecosystem but also brought bad influence to thedevelopment of economy and human society.Many reasons are accountable for this problem, including the loose control of thegovernment, bad behaviors of the factories and the poor sense of the public. Howeveramong them the loose of control in the government is held to be the most importantreason in here. The aggravation of the ocean environment reflects lack ofeffectiveness of the government in its policy. As the key role in this show, theperformance of our government is far from the expectation of the public thus theability is in urgent need for improvement.In this essay, the responsibilities of the government in ocean governance issynthesized from the definitions of public administration, environment, and law,andthen a description of the actions of our government after the event of Bo Sea oil leakis made including a comparison between China and US in the Mexico Gulf. Fromdoing that an effort has been made to propose some effective suggestions inlegislation, governance system, regulations and security system, in the hope ofconstructing a more detailed government responsible system of the maritimeenvironment governance.That is to improve the governmental ability of the maritimeenvironment and finally achieve the goal of healthy and sustainable development.
