Water ecological civilization development, realizes the person and water in harmony,isthe necessary foundation of urban civilization and the important symbol,for promoting of thebalance of water, implement the strategy of strong province, strengthening the ecologicalbase, realize the scientific development has an irreplaceable role.This paper aimed to regarding Luan water ecological civilization city, the index systemof evaluation index system of urban water ecological civilization construction of the indexweight is mainly based on the principle of importance,Hierarchical structure weight methodand the method of Delphi method to determine according to safety,water ecology, watermanagement, water landscape, water culture principles established five first-level indicators,constructs the system layer, criterion layer and target layer and specific characterization of29index of water ecological civilization index layer. The weight coefficient of evaluation index,through theoretical analysis, expert consultation, public participation, using the hierarchicalanalysis method (AHP) to calculate the weight of each index of accounts for. Selectingevaluation regarding Luan nearly five years of relevant indicators, based on the waterecological civilization city in Anhui province and the beautiful rural water environmentevaluation interim measures for the water ecological civilization city index standard, andgrading method based on regarding Luan to score five years data, Conclusion regarding Luanfrom2008to2012, five years of scoring pointsKey Results showed that from2008to2011,the comprehensive index of water ecological civilization scores showed a trend of increaseyear by year, water resources, water environment towards good direction, but a downwardtrend in2012, the main reason is that fewer precipitation in2012, a phenomenon of rivers,theecological water requirement not met,the direct impact on the water ecological civilizationconstruction level. Visible, in the process of water ecological civilization construction,thewater is always the decisive factor,water shortages led to the water environment is difficult togive full play to the function.
