| The 18 th National Congress of the Communist Party of China initiated "Beautiful China" as the national campaign for environmental protection,ecological enhancement and improvement for the first time.In the process of Beautiful China Campaign,Jiangsu Province explored firmly and gradually developed a characteristic road of Beautiful Jiangsu Campaign.However,due to locational differences,development levels varied from place to place.Existing evaluation indicator systems for ecological civilization are mostly designed for common situations,and are not enough to reflect the characteristics of Jiangsu in this field.In order to reasonably and objectively evaluate the development level of Beautiful Jiangsu Campaign in various parts of Jiangsu,it is urgent to develop a set of evaluation indicator system to provide a reference for further promoting Beautiful Jiangsu Campaign.The thesis distinguished the relationship of Beautiful Jiangsu with sustainable development,ecological civilization,and Beautiful China.It proposed that Beautiful Jiangsu is the result of localization and vivid practice of sustainable development in Jiangsu.Beautiful Jiangsu is the main goal and vision of ecological civilization construction of Jiangsu Province in the new era while the construction of ecological civilization is the only way to realize it.Beautiful Jiangsu is conceived under the background of Beautiful China Campaign,and is an organic part of it.Accordingly,we summarized the basic connotations of Beautiful Jiangsu.It mainly includes three aspects: beauty of scenery,human harmony and symbiosis.Besides,we summarized the five core elements of Beautiful Jiangsu,including ecological quality,life livability,cultural prosperity,social civilization and green development.Based on the connotations and core elements of Beautiful Jiangsu,referring to existing indicator system for ecological civilization,combined with expert opinions,five first-level indicators(the beauty of nature and ecology,urban and rural livability,humanistic characteristics,civilization and harmony and green development)and 27second-level indicators were selected to reflect regional development levels of Beautiful Jiangsu Campaign.Subsequently,we applied the Analytic Hierarchy Process(AHP)and the Delphi method to construct a hierarchical structure and to determine the weight of each indicator.Eventually,the evaluation indicator system for Beautiful Jiangsu Campaign was formulated.Finally,the thesis tried to apply the evaluation indicator system in three typical cities: Lianyungang City,Yangzhou City and Wuxi City.The sub-index and the comprehensive index of Beautiful Jiangsu Campaign in the three cities in 2018 were calculated,and the comprehensive indexes were 0.471,0.643,and 0.879 respectively.Lianyungang City was relatively backward in terms of urban and rural construction and cultural brand building.As for Yangzhou City,there was a lot of room for progress in the fields of environmental quality and social civilization,while Wuxi City had a balanced performance in all fields.Subsequently,we analyzed the changes in the comprehensive indexes of the three cities from 2013 to 2018 and found that the overall trend was upward.The index of Wuxi City has always been rising rapidly and has ranked first after 2015.The indexes of Yangzhou City and Lianyungang City were relatively close before 2018,and Yangzhou has always maintained a weak lead.Based on the analysis above,corresponding suggestions were put forward for Beautiful Jiangsu Campaign in 3 typical cities and Jiangsu Province. |
