With the city scale enlargement, economic development and the residents’living standard improvement the production amount of municipal solid wastes in Tianjin increases rapidly. However, municipal solid wastes management system of Tianjin is faced with some problems, such as lower treatment efficiency, backward management concepts, and fewer capital sources, which restrict the cleaning up, treatment and resource utilization of the municipal solid waste. These problems not only disturb the city appearance, but also result in the resources waste, which hinder the harmonious development of the economy, society and environment of Tianjin. Therefore, it’s urgent to formulate the optimization model for municipal solid waste management of Tianjin.The production amount of municipal solid waste is necessary factor in the study of municipal solid waste management system. The study predicted the production amount of municipal solid waste in Tianjin based on the grey prediction and do the calibration. Through the field research of the four treatments of municipal solid waste in Tianjin five landfills, four incinerators, one composting plant and two comprehensive treatment plants are selected as the objects of the study. There are many complexities and uncertainties in the municipal solid waste management system. Thus the method of system theory is applied in the planning of the municipal solid waste management system. The optimization model of Tianjin municipal solid waste management system, whose objection is the system cost and whose risk probability factor is the capacity of the incinerators, is built based on the interval programming and the chance constrained programming methods considering the clean development mechanism deal and the pollution emission constrains. The model could promote the distribution of the municipal solid waste and the maximization of source utilization and provide the powerful preferences for Tianjin’s decision makers.
