As the most essential production means of industrial construction, the resource security of non-energy mineral resource is self-evident. But for a long time, there have been many problems in development of domestic mineral resource, such as exploitation disorder, backward technology, extensive management, resources waste, environmental damage, and frequent accidents, which have been threats to the security of stable supply of mineral resources. Analysis shows that these issues are closely related to mismanagement of mine and the lack of technical standards and specifications. There for, it’s crucial to devise one reasonable classification evaluation method for classifying the current development and utilization status with which it can be very helpful for making specifications and policy.On the basis of relevant literature, this author made a comprehensive analysis of the major domestic and foreign non-energy mineral resources supply and demand situation, development and utilization status and resource security theory. By studing the classification and evaluation of mineral resources development, the main research results were gained as follows:(1) Total12kinds of solid non-energy mineral resources were taken as study objects to analyze their supply and demand situation from the aspects of nature,use, distribution, production, consumption and international trade.(2) With a comprehensive analysis on the economic, political, military, diplomatic and ecological factors which impact the development and utilization of mineral resources, one evaluation system was set up with three leading indicators of strategic, economic and ecological factors to classify non-energy mineral resources.(3) With research on the evaluation theory of resources safety, Fuzzy Analytic Hierarchy Process (FAHP) was designed as the method to analyze the evaluation system.With the method, we reached a different classification and evaluation results.(4) By comparative analysis, the results of this article provised are consistent with the national policy which shows that the proposed method is scientific.
