Abstract:China is very powerful and strong in coal industry in the world. With the rapid development of coal industry, coal economy has become an important part of national economy in China. However, in the process of coal production and coal mining, many risks and unsafe factors are emerging. The situation of safety production in coal mining is still very grim at present. Coal mine enterprises still have a high risk and a high accident rate in all the industry. In2013, a total of more than40major accidents occurred in our country and12of them were major coal mining safety accidents. From the investigation on the reason of the coal mining safety accidents,80%of accidents happened in coal mine result from man-made mistakes, including mismanagement of the organization and unsafe behavior of the actors. That is to say, in the coal mining safety accidents, a large portion of them can be classified by human factor. Therefore, starting from the perspective of the third kind of hazard, research the risk existing in the coal mining enterprises and find the countermeasures of risk accident, is of great significance for protection of coal mine enterprises safety production.Taking the theory of the third class hazard and risk management as main research theoretical basis, this paper gets the conclusions as follows:(1) Based on the method of risk tree analysis, it gets the main existing risk influence factors of the third class hazard in coal mine enterprises, and makes the risk of the third class hazard into three parts. They are safety culture and management system of laws and regulations, organization management, actor personal factors, respectively.(2) It constructed the risk evaluation index system of coal mine in third class hazard. At first, it constructed risk evaluation index system preliminary. The index system includes3second class indicators and35third class indicators. And it used gray relational model to screen the risk evaluation index system of preliminary constructed. It screens16relatively influential third class indicators which by the16risk evaluation indicators finally established a risk evaluation index system.(3) Considering the subjective factors in the index system, it combined fuzzy center of gravity model to making a decision model of risk evaluation in the third class hazard.(4) Taking Tiefeng coal in Shuozhou city of Shanxi Province as an example, the evaluation result is roughly the same as the actual situation. According to the evaluation result, this paper targeted proposes some countermeasures and suggestions for safety management of the mine.To the smooth realization of the third class hazard risk assessment of coal mine enterprises, the result of the study has made a positive and stimulative effect. At the same time, this study has certain reference significance for the related research of coal mine safety production.
