Environmental issue of China, especially water environmental pollution has b een attracted great attention to people. The sustainable development became conce rned about the hot spots. The urban infrastructure construction program relating to an improving environment service is rising. The investment model of program is al so becoming diversified and the environmental governance is changing to be indus trialization development mode step by step. As one of the new project managemen t pattern, BOT(Build-Operate-Transfer) has been received extensive attention and i ntensively used in the fields of project managemjent for the past few years. In terms of fund raising in project construction, contract negotiations, project implementati on, production and operations management, earring plan and distribution, the resol ution of contract disrputes and corresponding policy formulation, it has an unique operation rules which as one unique project management methodology. The BOT mode adopted in the investment and construction of the domestic wastewater treat ment plant has been very popular in China. It is ideal choice of local government which can not only relieve the pressure from One-time government investment fun ds but also solve the government technical and operational difficulties and inputs. Therefore, BOT model has already maximized its great advantages after a short pe riod of time of development.BK Water Company set a strategic orientation on "being a leading provider of productive solutions on comprehensive water; systems". Based on the market and capital, discovering using technology and centring on management, it devotes to w ater industry and the environment. Its main operating mode on water projects are BOT\TOT. The writer is a manager in BK Water Company, taking part in the BO T projects of the company’s local sewage treatment plant.This article introduces a real example of the water treatment project in City A, in which the writer takes part in. By using knowledge of project management, it analyses the project management of City A’s water treatment plant. This article co mbines with real problems in the project, and uses BOT project management theor y to SWOT analyse the pros and cons inside the project, and chances and challeng es outside the project. Using analysis, it discovers and finds out the disadvantages, its cause and ways to improve, and then provides suggestions on operating under BOT mode for the project. Via practical discussion on BOT mode for the project, it analyses the important issues and problems concerned in practising the project, g iving specific suggestions in implementing organisational, plumbing, work details, risk identification control, etc.Chapter I:The overview of BOT Project Management. This chapter proposed the basic theory of BOT project management, processes and procedures primarily. Then it gave the description and analysis of basic project management framework, which would provide theoretical and technical support for subsequent Exploration of this project.Chapter II:The background information of a sewage treatment plan t in city A. This chapter illustrated the basic situation of the project. Then, consider ing the current competition, it pointed out that the main problems of the developm ent of the project. Chapter III:SWOT analysis of the sewage treatment plant BOT project in city A. Based on external opportunities and challenges, this chapter gave a SWOT analysis towards internal strengths and weaknesses, external opportunitie s and challenges of the project, which have used BOT project management theory and combined with the practical experience. Then, figuring out both the advantage s and disadvantages of this project as well as its opportunities and challenges faced.Chapter IV:BOT project operation mode analysis of the sewage treatment plant in city A. This chapter began with the example analysis towards the operation struct ure and potential risk of the project; then, focusing on the specific operational proc edures and the key points in the processes of this project; finally, from the view of an investor, declaring that a contract basis of project operation is Franchise agreem ent with pertinence, and analyzing main content and major concern of the Franchis e agreement.Chapter V:The experience of BOT and establishing risk identificatio n system in the sewage disposal plant in city A.According to the SWOT analysis o f the sewage disposal plant, combining with implementation process of this practic al BOT model and the key points, I am one of the project management personnels i n BK water group, from the perspectives of BK development water companies and investors, obtained the experience of the project summary and follow-up advice b y a detailed analysis and analyzed the specific risk identification of this project wit h unique advantages and characteristics of project investors project risk control sys tem establishment and utilization, then used life cycle project, WBS work breakdo wn structure management theory and got a great significance from the risk equipm ent system about urban sewage treatment BOT project.I try to use project management and other related knowledge to research BOT Project Management of a sewage treatment plant, belonging to the BK Water Ltd., in City A and make my suggestions, and devote my own contribution to overall he alth and sustainable development of the project-to-be.
