With the accelerating of industrialization process and urban development, manyenvironmental problems have emerged. Such as air pollution, environmental degrada-tion, global warming are threatening human’s health and property safety. People areaware of the importance of environmental quality to their own increasingly, environ-mental protection work caused government and society’s attention, thus, research onenvironmental quality has rise, many scholars are focusing their attention on this field,it has played a great role in evaluation, management, regulation of environmentalquality.This article describes the research background and research methods of the en-vironmental quality, proposing new ideas for environmental systems evaluation, de-riving environmental system dynamics model Through establish the information dy-namical evolution equation, finally achieve the equations by SOM neural network,through the analysis and compared of the results, conducted a study on Tianjin urbanair quality of2006-2010and a study on water quality for Hengshui Lake Wetland,making a grading evaluation to overall air quality of Tianjin in the course of the study,obtain Tianjin’s air quality pollution levels of2006-2010, meanwhile make a parti-tioned evaluation of Tianjin regions. This articles make a predict to air quality situa-tion of Tianjin in2011, the forecast results was closer to the actual value, Finally,make a key analysis to air quality change of urban and coastal areas in2006-2010. Onthe study of Hengshui Lake Wetland, using the same classification evaluation methodto make evaluation to seven different moments of Hengshui Lake Wetland in2003,while, analyzes the indicators’s trend and the water quality’s trend.This article didn’t limit to study the assessment of environmental quality, but ex-panded the evaluation model to the application of water resources carrying capacity.In this article, the bearing capacity of water resources in Shanxi province was evalu-ated. Results show that, the carrying capacity of water resources in Shuozhou, Jin-zhong are relatively better than Taiyuan and Yuncheng which have the weakest carry-ing capacity; Changzhi, Jincheng have the best carrying capacity of water resources;the gap between Shanxi province and other cities is not wide.Under the guidance of the maximum flow principle, this new idea not only has good advantages in environmental quality assessment, but also can play a good effectin other research fields of environmental science. The theoretical model has been ap-plied to many cases of different fields. In addition, using this model predict and con-trol objects of study still needs further exploration in the future work.
