With the rapid development of industrial production, heavy metal pollution in ourcountry becomes server gradually, increased generation and pollutant emissions ofheavy metals, coupled with the accumulation of heavy metals in the soil, resulting in alarge area of today’s domestic soil contaminated by heavy metals, which has greatimpact on production for grain and other crops in China. At the same time the quality ofatmospheric environment, soil environment is closely related to human health. Heavymetal pollution in the environment also affects on the nearby residents health and theirnormal life. Therefore, the prevention and control of heavy metals is particularlyimportant, For the prevention and control of industrial enterprises designated reasonablearea will Not only protect the surrounding residents health, the reasonable allocation ofenvironmental resources such as land also has important significance, besides, thegovernment and enterprises only consider a single economic indicators is likely to causeheavy metal pollution in the production process. Therefore, a comprehensive assessmentof environmental costs and benefits is very essential.Through the study of the laws and policies related to health protection,environmental protection distance and atmospheric pollution control and heavy metalspollution prevention, combined with heavy metals pollution present situation,characteristics, pointed out that the lack of current standards in the prevention of heavymetal pollution. By studying a certain Lead and Zinc smelter factory in ShaanxiProvince, research the pollution characteristics of heavy metals in soil surrounding thefactory, correlation analysis, factor analysis, and spatial distribution, then establishheavy metal pollution characteristics in soil and identify the pollution sources, evaluate the situation of heavy metal pollution in this region, combined with local weather,terrain conditions and make a conclusion. Using kriging interpolation and regressionforecast to plan a reasonable prevention and control area for the levels of heavy metalsin measured soil, and discuss the problem based on the smelter prevention and controlarea. Then conduct a benefit analysis for environmental protection measures of thisLead and Zinc plant, establish environmental cost-benefit analysis indicator system,Through this to raise rationalization proposals for the prevention of heavy metalpollution.In this paper, by analyzing the reasons for the occurrence of heavy metalcontamination and pollution incidents, start from the problems about the heavy metalpollution prevention policies and existing laws, evaluate the pollution situation for soilheavy metal in the case study area comprehensively. provide a reliable basis forprotecting the health of nearby residents, and it has a certain significance to preventionand control of zoning work of heavy metal pollution. Regardless of the governmentregulatory process in the future or heavy metals pollution prevention decision-makingfor industrial enterprises, environmental cost-benefit analysis and evaluation havereference value.
