At present,the overall situation of soil environment in China is not optimistic.Industrial pollution has become the main source of heavy metal pollution,and has seriously affected the sustainable use of land and the safety of people's living environment.Relevant statistics show that the soil heavy metal pollution in China are mainly distributed in the South and the Southwest regions,among which the industrial parks and its surrounding areas are the most seriously polluted ones.Prevention and control of heavy metal pollution in industrial parks is imminent.However,a large gap still exists between the real "demand" of soil heavy metal pollution prevention and control and the effective "supply" of related prevention and control countermeasures in industrial parks.Therefore,prevention and control of soil heavy metal pollution in industrial parks has become a crucial issue and needs to be further studied.From the perspective of enterprise pollution behavior choice and a systematic analysis of the soil heavy metal pollution prevention and control in industrial parks,this thesis determines the prevention and control objects and main bodies,as well as the two important factors of pollution emission "information asymmetry" and soil heavy metal pollution "responsibility illegibility " which affect the prevention and control of heavy metal pollution of soils in industrial parks.The study of influences of the behavior of main prevention and control bodies on the suppression of enterprise pollution behavior choice in emission "information symmetry " case based on Game Theory.The situation experiment method is applied in studying the influence of pollution emission "information asymmetry" and soil heavy metal pollution "responsibility illegibility" on the choice of enterprise pollution behavior respectively.Hence,the prevention and control countermeasures of soil heavy metal pollution in the industrial parks are established,which will significantly restrain enterprise pollution behavior.The main work of this thesis has the following five aspects.1.Enterprise pollution behavior suppression models based on a systematic analysis of pollution prevention and control.Firstly,through the analysis of the social-environmental system structure of heavy metal pollution in industrial parks,the impact of heavy metal pollution on the natural environment,ecological environment and social groups caused by industrial pollution emission in industrial parks is clarified.Secondly,Combining the sources and characteristics of soil heavy metal pollution and the interest demands and behavioral logic of the stakeholders in the prevention and control of heavy metal pollution in industrial parks,the two main causes of soil heavy metal prevention and control failures in industrial parks were analyzed.It is pointed out that the pollution emission "information asymmetry" and soil heavy metal pollution "responsibility illegibility" are the important factors affecting the prevention and control of soil heavy metal pollution in industrial parks.Finally,from the perspective of the main bodies of pollution prevention and control,prevention and control targets,and the suppression of enterprise pollution behavior in industrial parks,the pollution behavior suppression models are constructed and the research level of the ways of restraining enterprise pollution behavior is proposed.2.Responsibility division models of soil heavy metals pollution based on the pollution sources analysis.Firstly,by analyzing the existing problems of Gobeil model,a more accurate analytical model of soil heavy metal pollution sources is given.Based on the characteristics of the model solutions,a model of the division of responsibility for soil heavy metal pollution in industrial parks is established.Secondly,a typical industrial park is selected to investigate the status and distribution characteristics of heavy metal pollution in soils.By sampling,testing,obtaining data and calculating,the contribution rate in soil heavy metal pollution sources in the industrial park are obtained.This confirms the feasibility of the division of responsibility for soil heavy metal pollution in industrial parks.3.The choice mechanism of enterprise pollution behaviors under the pollution emission information symmetry case.Based on the analysis of soil heavy metal pollution prevention and control system in industrial park,and the characteristics and interests relationships of each prevention and control body and enterprise,the game models are established to study the influence of the main body of prevention and control on the pollution behaviors election of enterprise.The game models include the enterprise vs enterprise,the public vs enterprise,government vs enterprise,as well as the tripartite games of non-cooperation and cooperation among government,public and enterprise.As a result,a series of influencing factors and conditions that restrain the pollution of enterprises are obtained.4.Empirical evidences of enterprise pollution behavior under the asymmetric pollution emission.By situational experiments,this thesis studies the relationship between pollution emission "information asymmetry",soil heavy metal pollution "responsibility illegibility" and the pollution emission tendency,environmental commitment of enterprises.It finds that reduce pollution emission "information asymmetry" and soil heavy metal pollution "responsibility illegibility " are two environmental management measures which have a significant impact on restraining the tendency of enterprises to discharge pollutants and have some impacts on enterprises' environmental commitments.5.The construction of soil heavy metal pollution prevention and control countermeasures in industrial parks.By the further discussion and combing of the above research results,the idea of building industrial park soil heavy metal pollution prevention and control countermeasures is clarified.Combined with information and responsibility,and the five main prevention and control bodies such as the Central Government,local governments,enterprises,third-party monitoring agencies and the public,a two-dimensional,five-in-one system of preventing and controlling the pollution of enterprises before and after the pollution of heavy metal in industrial parks is established.The research of this paper reveals the influencing factors and changing laws of enterprise pollution behavior choice,and further resulting in the study of soil heavy metal pollution prevention and control management strategy into the depth and more operable.This paper provides a theoretical basis for the prevention and control of heavy metal pollution in the industrial park by exploration on analytical technology of soil heavy metal pollution source and its applications.The prevention and control countermeasures of heavy metal pollution in industrial parks can provide technical support for improvement of the environmental control effect of the government and protection of industrial parks and the surrounding soil environment.
