The development pattern of resource saving and environmentally friendly isessential to the construction of two type society. Under double pressures of rapidlyrising demand of industrial structure adjustment and environmental qualityimprovement, the survival and development space of pollution industries, whichused to make a significant contribution to the economic growth of coastal areas, wassqueezed increasingly. Therefore, industry transferring becomes the first choice ofregional economic development strategy. However, the middle and western region isthe period of industrialization accelerating. The governments of which have anall-time high enthusiasm to investment. In order to attract foreign investment, localgovernments always ease environmental regulation, even zero regulation, at theexpense of the ecological environment, which have been an important factor toattract polluting industry transferring into. The spatial evolution of pollutionindustries is one of the important forms of the conflict of environment spacedimension, and the reasons of partial improvement but the whole un-improvement ofour country ecological environment quality. If we don’t give enough attention topollution transfer phenomena, the central and western regions is likely to be"pollution haven" and repeat the result of “polluting first, and then treating" ofeastern coastal areas. So, This article chose the space evolution of pollution industryin China as the research object, analyzed environmental regulation and pollutionstatus of industrial spatial evolution characteristics, analyzed pollution industryspace evolution mechanism under the action of environmental regulation, andempirically analyzed the pollution mechanism of industrial spatial evolutioncombined with spatial econometric analysis method, finally puts forward somecountermeasures for pollution industrial spatial evolution to provide the beneficialreference of solving the problem of pollution transfer in the process of theindustrialization.Firstly, this paper analyzed the characteristics of environmental regulation inour country and the spatial evolution of pollution industry. Secondly, it concludedthe factors that influenced the spatial evolution of pollution industries, analyzed thespatial evolution mechanism of pollution industries under the formal environmentalregulation and informal environment regulation with partial equilibrium model andevolutionary game model. Thirdly, it tested the spatial correlation of pollutionindustries Using Moran’s I statistic and LISA statistics method, then constructed aSLM model of pollution industries spatial evolution and estimated this model withML method. At the last, this paper put forward suggestions of market regulation,environment regulation together with public participation. The main researchconclusions are as follows: first, the east coast, north coast and southern coastal areas and the middle reaches of the Yellow River are the highest environmentalregulation intensity, the southwest, the northeast and in the middle reach of YangtzeRiver region are the weakest areas. Second, the northern coast is the mostconcentrated area of pollution industry, but the northwest of China is the mostscattered region. Third, the higher local government environmental regulationstandard is, the higher environmental cost of pollution industries will be. When thecost of environmental cost is more than the industrial transfer cost, the spacetransition of pollution industry will occur. Fourth, if the cost of public participationis very high, no matter how the pollution industry decides, public always choose notto participate in environment protection to reduce their losses. When theparticipating cost is lower, the public makes a contrary choice after the pollutionindustry making decision. Fifth, Pollution industry has a correlation or spatialdependence in the geographic space. Besides, formal environmental regulation isstill the important factor affecting the polluted industrial spatial evolution, andinformal environmental regulation effect on pollution in the evolution of theindustrial spatial is weaker, but shouldn’t be ignored.
