While urbanization and industrialization bring about the coordination of urban economy,energy and environment,informationization and trade liberalization also makes the spatial connection among regional economy,energy and environment more and more close.Under the background of political centralization and economic decentralization,local governments have economic competition,which may sacrifice the environment.Cities adopting pollution control have uncertainties environmental impact on surrounding cities.It is of great significance to understand the spatial characteristics of air pollution spillover effect and the mechanism of environmental regulation and pollution spillover for the prevention and control of air pollution.Taking Beijing-Tianjin-Hebei,Yangtze River and Pearl River three urban agglomerations as examples,this thesis identifies and tests the spatial spillover effect of air pollution through spatial autocorrelation analysis,and further analyses the spatial clustering model of urban air pollution within urban agglomerations.Considering the interaction of air pollution levels in adjacent cities under environmental regulation,this thesis examines the socio-economic driving factors of heterogeneity of pollution spillovers for the three urban agglomerations through spatial econometric model.In view of the spatial spillover effect of environmental regulation on of air pollution in three urban agglomerations,this thesis provides policy suggestions for joint prevention and control of regional air pollution.The results show that the spatial dependence of pollution concentration and diffusion exists simultaneously in the three metropolitan agglomerations,and the positive spatial spillover effect is dominant.Environmental regulation has a definite inhibition effect on air pollution in three urban agglomerations.At the same time,the impact of environmental regulation on pollution spillover effect is different in different urban agglomerations.The PM2.5 concentration of Beijing-Tianjin-Hebei urban agglomeration increased by 0.17 and the PM2.5 concentration of Yangtze River urban agglomeration increased by 0.14 for each unit of environmental regulation increased in neighboring cities.The spillover effect of environmental regulation on pollution will reduce the policy effect of environmental regulation.We should continue to strengthen joint defense and control of urban agglomerations.Population density and industrial structure have a positive effect on PM2.5 concentration.The relationship between economy and environment is inverted U-shaped,which supports the environmental Kurennets hypothesis.Fiscal decentralization has a positive effect on the pollution of the three urban agglomerations.To some extent,environmental centralization is conducive to the effectiveness of regional air pollution communication,cooperation and implementation.Foreign direct investment has a positive effect on the Beijing-Tianjin-Hebei and Yangtze River urban agglomerations.The threshold standard for undertaking industrial transfer and foreign investment should be raised.Based on this,this thesis puts forward the conclusion that the joint prevention and control of air pollution between regions and industries should be strengthened,and the joint prevention and control of air pollution should be carried out through various measures such as system,funds and so on.
