Basedon the above study，we decide the type of reservoir is shallow thin heavy oil reservoir withedge water. The reservoir with positive rhythm, high porosity and high permeability，reservoir sensitivity is not strong. Then the implementation and development law ofMid-Eastern P601are analyzed, and analysis the influence of injection-production parameterson development effects, the causes for the high water cut and testing and production test dataof the P601southern.According to the principle of balance of input and output, calculates the area ofeconomic ultimate oil output, limit oil steam ratio of steam stimulation and limit oil steamratio of steam flooding and so on; Then establish the numerical model and history matching,using the numerical model study on optimization of economic and technical boundary ofparameter,Including shape, well spacing and well pattern of horizontal well parameters andinjection-production parameters of injection fluid and the optimum opportunity to convertsteam soak into steam drive. According to the results of above，the reservoir engineeringdesign of P601Southern is given; Including the development of principles, development plan,layer series of development, well placement and indicators forecast, and puts forwardrequirements of the testing and implementation. At last according to the principles and basisof economic evaluation, using the method of net present value of project economic evaluationwas carried out.
