In this paper, I make the T,2million tons/year diesel hydrogenation unit expansion project as a case to research and to have a further study of the project schedule and cost control systematically. This project is located in the Bohai Sea. It expanded the original basis and its extension location within the T’s refining region, which is between the road Seven and the Road Eight. Road, south of the existing2.5million tons/year crude oil distillation unit interval Ⅶ Road, north of the refinery Department of job diesel oil tank interval8th road, bordered on the east and Western refining water cycle, the Ministry of Road, west of refining Ⅺ Through analysis of the project schedule and cost control, offer a proposal of cost and schedule recommendations in the project management. At the same time, combining with the actual cost and schedule, I analyzed the cost-Progress joint control approach using earned value method for analysis and control of project implementation.This paper carried out the following work:The first chapter:firstly it introduces the background, meaning, content and methods of the study, followed by the introduction of some theoretical knowledge and research-related papers and pointing out that project management is to manage a multi-subject. Project owners as PIC (person in charge) in the project, manage the project and the owner of the Project Management is the core of Professional Project Management. Connotation construction project management is from the start to the end. Through project planning and control, it can achieve the cost of the project objectives, schedule objectives, quality objectives and safety goals. Secondly, it summarizes the contents of the project management again, including contract management, schedule control, cost control, quality control, risk management, information management, and environmental protection. Finally it elaborated the characteristics of project management. Project management is complex and creative features which should set up a special organization. Its management standard is the customer’s satisfaction.Chapter II Project Overview:This chapter introduces the project location, size and overall program and summed up the characteristics of the project:the long construction period, the task large devices, involving the transformation of the old equipment, the construction environment, especially the complex subsurface environment, construction can not be done quickly, the need for construction step by step; security risks, explosive, while the production side of the construction, so there is a big security risk, projects and more. It contains host device engineering, systems engineering support, the old equipment renovation project; participation in engineering units and more. According to the characteristic analysis of the organizational structure of the project’s existing problems, the project uses a linear functional organization structure management organizational structure, organizational structure set up in accordance with the functions. Implementation of the project requires the cooperation of various departments work together. In this management model, the implementation of the project management team of the organization is not very clear, the various functional departments have to bear part of the project, involving project issues and problems between departments by the department heads addressed and resolved. Project manager in this project team does not have full power. That makes the management difficult during the operation. It goes against achieving project objectives.Chapter Ⅲ project schedule management:project schedule management refers to the various stages of the project work content, work procedures, duration and convergence relations, according to the progress of the goals and principles of optimal allocation of resources for making plans, and implementation. Meanwhile in the implementation process it always compares the actural process to the planing process, and analyzes the reasons for the deviation immediately, and then takes the remedial measures or modify the original plan, until the project is completed and delivered. The content of project schedule management covers many aspects, but overall schedule is to develope and controlle the project plan. Through the introduction of the relevant theoretical knowledge, summed up the advantages and disadvantages on the progress of the project management. The advantages are a planned reasonable, rational project progress monitoring methods, design and construction units with effective. Although the project is more successful in controlling the overall progress, there are still some problems in details, mainly:lack of awareness of the importance of the project schedule management, lack of logical analysis process in the development schedule, breach of contract, the impact of project progress progress information management is not timely, inaccurate. Based on these advantages and disadvantages, we can draw the schedule management plan, build progress control system, determine the progress of the objectives and management methods, re-deployment plan and determine the critical path and critical control points. Meanwhile, we can also take seven schedule measures to ensure the implementation.Chapter IV Project Cost Management:Project Cost Management is a management which is the project construction process, the relevant activities effective organization, implementation, control, tracking, analysis and assessment and other management activities in order to achieve strengthen management based on the specific requirements of the project and the project’s overall objectives to get the purpose of improveing cost management system to improve the level of cost accounting, development, construction and management to reduce costs and achieve the target profit, the process of creating good economic. To achieve contorling of the project cost, first of all the cost factors should be clear. For engineering projects, there are many factors of causing the increasing project costs, also very complex, but sum up, it can be divided into three main factors in accordance with the resulting increase in project costs. It is human factors, financial (capital) factors and physical (material) factors. The total investment is125million yuan. In the total project cost, the direct costs accounting for30.2%, the proportion of labor costs were8%, the proportion of equipment purchase costs were7.7%. Mainly in the implementation of the planning, design, tendering, inspection, completion of phase control, responsibility and rights do not form a perfect combination of cost management system, its cost control oversight is also problematic, and plans to adjust also lag. Through the analysis of the status quo summed cost of the project controls should be carried out in three phases:the design phase, construction phase, completion of final accounts stage, good cost control at every stage, in order to do a good job overall project cost control.Chapter V schedule coordination management and cost management:To achieve progress on the project cost control, you firstly need to optimize the organizational structure of the project, the project can not affect plant production and need to transform the construction. The danger of construction while production is quite large, which requires coordination between the parties during the time of project implementation, and need a massive organizational structure. Therefore, an important measure of achieving this goal is the implementation of effective project control. It is quality control, schedule control and cost control. Three is a unity of mutual restraint and mutual influence. Duration and cost are the two important aspects in the construction management. The length and duration of the arrangement will affect the progress of the construction costs. Schedule changes will lead to costs changes in the corresponding and will affect the total cost. The joint monitoring of duration and cost is an important mean of project management. According to a sub-project analysis of data items,we proved the earned value method is a verified role in the progress of cost control.In conclusion, this study by summarizing the work of some key issues has been further elaborated, some conclusions have reference to the similar expansion project management.
