As the development of society and economy, water environment security has become a serious environmental problem which is gradually threat human health. Because of the unexpectedness of those heavy water environmental security events, not only human existence is seriously threatened, the economic system will be huge impacted as well. During recent years, some events which endanger the water environmental security frequently happens with the impact of direct or hidden dischargement of industries, leakage accident of chemicals, shipping accidents, disastrous flooding and other perspectives. Therefore, it is extremely significance that to operate research of the prevention of water security in Nansi Lake basin, to build the security instructions of environment of lake, which can guarantee the security of water supply in the South to North water diversion project, and complish the sustainable control of the local ecological environment.The prevention system is mainly selected Nansi Lake River (with Zhuzhaoxin River for example) and the lake for the study, Based on the current situation of water environment Zhuzhaoxin River system analysis, for the main basin wading risk substances, studies were carried into the lake from the river source point source risks, risk source river, the lake and the lakeside zone risk sources, establish a comprehensive, Nansi Lake Basin Water Environmental Safety prevention system of the whole process. In order to ensure coordinated economic development in the basin between the various administrative, study of ecological compensation mechanism, as water safety prevention system as part of Nansi Lake, Nansi Lake Basin Water to further improve the environmental safety prevention system.The paper conclusions are as follows:(1) Point source into the lake to prevent the risk of system construction. In Zhuzhaoxin River Basin, respectively for industrial wastewater treatment plant sources of risk and risk sources and Evaluation Survey, and the corresponding preventive safeguards, construct a point source into the lake risk prevention system.Based on current situation in the basin of the research enterprise risk sources, focusing on enterprise risk source river basin characteristics, source index system of enterprise risk assessment, comprehensive analysis based on hierarchical index, the calculation of the basin59venture risk coefficients, division of risk level. The results show that risk level III class companies have17, risk level II class companies have33, risk level I class companies have9. Propose appropriate preventive measures.①Fnterprise within the catchment basin emission standards must be strictly enforced.②According to experts of different industries basin, the implementation of cleaner production processes different.③Focus on strengthening the construction of eco-industrial park.④Strengthen efforts in building water reuse project.⑤According to business different risk levels within the enterprise to establish grading prevention system.Based on the risk status of the basin wastewater treatment plant source research on the current situation and problems of sewage plants were analyzed, the corresponding preventive measures:①Intensify new expansion and upgrading of sewage treatment works.②Construction of sewage treatment plant pipe network engineering.③Construction of wastewater treatment works.④Construction of wastewater treatment plant water reuse project.⑤Importance of wastewater treatment plant sludge generated disposal.(2) Prevention system built into the lake of the river. In Zhuzhaoxin River Basin, propose the use of pollution control technology Ecological Floating Bed, through the construction of retention pond project, constructed wetlands project, guided by a series of cross-sectional build layers of progressive engineering and technical measures as well as ecological restoration project engineering. And by adjusting the industrial structure in the basin, and strengthen supervision of water quality, public opinion, public participation in the management of a series of safeguards. Respectively, to ensure the environmental safety of the water from the river into the lake of technology and management level, in order to build the river into the lake prevention system.(3)Nansi Lake with lake water environment and safety prevention system construction. Nansi Lake and Lake of the source with the investigation and evaluation of risk, respectively, from farming, livestock breeding, aquaculture, tourism and waterway pollution and other aspects, the characteristics of various types of risk point source, the corresponding prevention measures to build Nansi lake with lake water environment and safety prevention system.(4) Based on the COD flux, adopt the cost model of sewage treatment, analyse the water quality monitoring and standards in the entry and exit section of different administrative jurisdictions, make the prime cost as the significant index of ecological compensation, build the standardized model and relevant mechanism. According to Zhuzhaoxin River’s actual situation, calculation Hezhe, Jining and Nansi Lake Region as well as the relationship between the ecological compensation, and further build Zhuzhaoxin River Region ecological compensation system, further improve Zhuzhaoxin River Region Water Environment Security prevention system.
