The demand side of Crude oil tank (COT) steel on edge and wide application prospects.It has to be complex corrosion mechanism and very great difficulty for development. Oil tanker building steel has been used for more than100years, the traditional general strength steel, high strength and ultra-high strength of shipbuilding steel, only can be adapted to the Marine environment is given priority to with Cl-corrosion environment. Therefore,the development of Crude oil tank steel with the corrosion resistant is significance,Not only developing a high technology content and high value added thick steel plate varieties,but bring about great economic benefits for the steel industry. The stable social and economic benefits can not be underestimated which bring by the crude oil tank steel.This paper based on the background of the development Crude oil tank steel, design a heat transfer coefficient test device measuring the high temperature plate cooling curve under the different water densities. Using the finite difference analysis thought in the inverse heat conduction method to calculate the heat transfer coefficient at each temperature point. Analysis variation of the coefficient with heat transfer under these conditions, through the regression analysis of the data by computer software. Gained the experience calculated of the cooling water heat transfer coefficient under the test conditions. To verify the accuracy and reliability of the laminar cooling system developed under laboratory conditions, validated targets laminar cooling industrial pilot production process. The following conclusions:(1) Based on the principle of water-cooled heat exchanger designed a heat transfer coefficient determination to test the cooling water heat transfer coefficient.Under the surface temperature is at400~000℃and water density1.5~3.0L/(m2·s) test conditions, empirical formula for the heat transfer coefficient is h=(-1112.1+5.94Ts-0.005Ts2) W0(2) This research is that heat transfer coefficient at different pressure and flow of this study on the basis of laboratory simulation experiments and mathematical calculations, through large-scale industrial production of corrosion-resistant oil decks (COT),which is proven to be accurate and effective.(3) Controlled laminar cooling intensity of by using the heat transfer coefficient mathematical laws enacted to achieve the goal microstructure and performance of corrosion-resistant oil-deck is very reliable.(4) By applying laminar cooling system based on the heat transfer coefficient,successfully developed a corrosion-resistant oil-deck, the performance requirements are met.
