Presents the regional and complex characteristics of atmospheric pollution hasbecome the new challenge for our country’s the administrative divisions in units of theprevention and control of atmospheric pollution control model proposed. Breaking theexisting administrative boundaries, to implement linkage control has become the mosteffective way to prevent and control the regional atmospheric pollution and to improve airquality. In recent years, the linkage model about preventing and controlling regionalatmospheric pollution has been taken seriously. So far, there are some practical explorationsduring the period of the Beijing Olympic Games, the world expo in Shanghai, GuangdongAsian games in Beijing-tianjin-hebei region, the Yangtze River delta region and the PearlRiver delta region. However, regional linkage of the prevention and control of atmosphericpollution depends on the implementation of the legal system. Perfect legal system isconductive to ensure long-term regional mechanism of prevention and control of atmosphericpollution and improve the regional atmospheric environment in our country. Therefore, inorder to safeguard our country regional linkage of atmospheric pollution prevention andcontrol measures of sustainability, standardization, it is very necessary to build a completelegal system for the prevention and control of regional air pollution.In this paper, including introduction, body, conclusion of three parts, including the text isdivided into four chapters to expound and discuss the legal system about regional linkage ofthe prevention and control of atmospheric pollution:The first chapter introduces the specific practice about regional linkage of the preventionand control of atmospheric pollution in China. At the same time, makes a brief comment onexisting practice. In order to guarantee the air quality of the specific period, during BeijingOlympic Games and Shanghai world expo and the Asian games, Beijing-tianjin-hebei region,the Yangtze river delta region and the pearl river delta region respectively adopted differentregion linkage control measures and achieved good results. But there are many problems to besolved behind these good effects, such as regional linkage control law based on imperfect,excessive reliance on temporary measures, lack of long-term mechanism, linkage controlmeasures do not have universal applicability in key areas, etc.The second chapter of our country regional atmospheric pollution prevention legislation and policy for a simple summary.The main analysis of the current our country related regionallinkage of the prevention and control of atmospheric pollution legislation present situationand policy, although regional linkage of the prevention and control of atmospheric pollution ismore and more cause the attention of the authorities, but the rules also mainly pauses in thepolicy level, less relevant legislative regulations.The third chapter investigates the region of the United States and the European Unionjoint prevention and control of atmospheric pollution practice and legal support, and thensummarized that strengthening regional linkage of prevention and control of atmosphericpollution legislation, setting up specialized areas of management institution and theappropriate introduction of economic incentives are worth our using for reference.The fourth chapter builds legal system of the regional linkage of the prevention andcontrol of atmospheric pollution in our country.
