Recently, with the rapid economic development, living standards of peoplegradually improved.The rapid increase in municipal solid waste has become animportant source of environmental pollution in cities, which is listed as one of thethree major environmental problems. The ultimate goal to solve the garbage problemis recycling, reducing and reusing. Landfill, composting, incineration andcomprehensive utilization are widely used.The quantity of municipal solid waste is about80ton per day of anadministration in Heilongjiang Province. There is a landfill in the central city, whichis located at one kilometer south of the first community,3kilometers far away fromthe center of town. The area of landfill is1.5hectares. The process of garbagecollection is trash, an easy way of landfill, which badly polluted the environment. Thetreatment capacity of landfill is closed to saturation, which can’t meet demand ofurban development.In this thesis,the production, growth trend and treatment of garbage wereinvested as the basic work. It focused on the natural conditions, climatic conditions,geological features and other features of an administration. The economic strength,investment capacity, proposed site condition, waste composition and environmentalrequirements were considered, combined with the relevant state industrial policies andoverall planning assumption. The landfill process was chosen to solve the wastedisposal problem of the district. Sanitary landfill was developed based on traditionallandfill technologies, as one of the traditional methods of solid waste final disposal,landfill remains the main solution to most of garbage in our country.District hierarchical practice style and groundwater conductivity facilities weredesigned. The high density polyethylene impermeable membrane (HDPE) with 1.5mm thick was chosen as impervious material. The both sides of impermeablemembrane were protected, respectively, using geosrnthetics clay liner and polyesterfilament geotextiles.In this design, the vertical gabion well and leachate diversionlayer were combined with the exhaust layer, then the landfill gas was collected andused to generate electricity.The landfill leachate was collected by the horizontal andvertical collection systems, and then treated by MVR processbefore discharge.Theimplementation of this project can provide an important safeguard for theimprovinglocal environmental sanitation and promoting the eco-city construction.
