Energy is the life blood of an economy, so the energy safety is very important. With theincreasing of global economy, the average energy consumption per head is also increased, aswell as the increase of acquirement for energy. However, the shortage of energy supply isobvious and the environmental problems are prominent gradually, which is harmful to humanbeing. In the international stage, the bio-energy is sustainable and pure, which is concerned inmany countries. Especially, the second generation of cellulosic ethanol with agricultural was-tes (Straw, rice, weeds etc.) as raw material have been favored more and more, because thecrop straw is a cheap renewable resource. Besides, the distribution is great wide, and the prob-lem of competing with people can be avoided.Currently,if the second generation of cellulosic ethanol is harmful to environment, thetheoretical data is poor to support research. Combining with the specific condition in Tianjin, the carbon dioxide emissions of cellulosic ethanol during production progress is analyzed, andthe research can provide a guideline for development of cellulosic ethanol.Firstly, straw crop is made as research object, and annual amount of straw can be gotfrom statistical review of2001-2010. The method of life cycle assessment is adopted with theaim to calculate carbon dioxide emissions of ethanol production process in cultivation of rawmaterials, ethanol transport, ethanol production and waste treatment during2001-2010.Secondly,the carbon dioxide emissions of cellulosic ethanol, coal and crude oil are compared.Lastly, analytic hierarchy process is used to calculate the coefficient of sustainabledevelopment of cellulosic ethanol from2001to2010in Tianjin. The main results are list as followed:The CO2emissions of cellulosic ethanol during2001-2010are99.92million tons,97.06million tons,90.33million tons,100.63million tons,102.06million tons,108.95million tons,114.59million tons,111.17million tons,113.94million tons,1114.94million tons, respectively. The ratio of carbon dioxide emissions of coal, crude oil and straw are3:2:1, so thedevelopment of cellulosic ethanol can reduce burden of energy and environment.Combing economy, energy, and environment, the coefficient of sustainable developmentof cellulosic ethanol increases firstly and then decreases. The utilization progress and technology of straw and cellulosic ethanol are introduced inthis paper, and the energy is important in the social development. The aim is to providetheoretic data support for energy development in future.
