Study On Quality Management Of Water Purification And Ecological Restoration Project In Baozhong Section Of Muling River

Muling River is the main river in Heilongjiang province, which is not only themother river of Jixi, but the extremely significant source of Xingkai Lake, and make agreat influence on the development of local industry and agriculture.However, Under the extensive economic increase pattern, the emission ofindustry, agriculture and domestic pollutant has lead to a relatively severe pollution inMuling River, and has cause a great damage to local production and residents’ life.Under this circumstance, the project of protection Muling River by decontaminatingwater of middle and restoring ecosystem(Baozhong part) has carried out by Jixi. Theproject pursuing achieve the comprehensive control target including low-pollutionwater decontamination and environmental beautification by Eco-purification and Eco-remediation. It will definitely make a great significant influence upon thedevelopment of local society and economy. There is no doubt the construction qualityis the key content and core problem in the whole project management. Under thisconception, we start a more sophisticated research on quality management ofBaozhong part. There are several aspects of our research, more details are as follows:Analyzing quality problem of Baozhong part. Because of the emission of industry,agriculture and domestic pollutant, the water quality of Muling River has keepingdeteriorate and water area environment has continuing degrade. The waterenvironment governing as a key problem in development of local society andeconomy is urgently need to be addressed. Under the joint effort of all parties, thefirst-stage of project of Baozhong part has been completed. However, this project was not completely achieve all goals of construction quality management, for instance,not achieve the ideal purifying effect, not reach the set level of Eco-remediation,construction quality is not perfect, quality management level is lower than expected,etc; Quality control blue print of Baozhong part. Focus on the problem arouse in thefirst-stage project, we establish the follow-up quality control blue print. In the aspectof quality target, we set project construction quality target, environmental qualitytarget, effectiveness quality target. In the quality policy aspect, we come up with thekey idea of” Be best, Be scientific, Be monitored validly”. In the aspect of qualitycontrol system building, we come up with quality control blue print by aiming atseveral important links, for example, general project design, water diversion project,constructed wetland project, shallow wetlands project and riverbank project, etc. Inthe aspect of quality management system building, we make a more sophisticatedresearch in project quality management plan, quality management institutional systemand quality guarantee system; Safeguard measures of Baozhong part. In order tocomplete the project quality management policy and scheme better, achieve projectquality management plan as expected, we establish some safeguard measures ofMiddle Protect Project, which are more targeted. It includes strengthen the awarenessof project quality management, strengthen human resource construction, improvingthe scientific level of construction design, implement a powerful quality monitoring.
